미용업 영업소의 인증제 도입을 위한 평가도구 개발

현재 국내외적으로 모든 서비스 산업에 대한 평가는 피할 수없는 추세이며 우리나라에서도 시스템, 제품과 서비스의 품질, 시스템과 품질 각각에 대하여 정부의 평가 및 인증사업이 이미분야별로 도입되어 주도적으로 실시되고 있다. 이에 본 연구는미용업 영업소의 위생서비스 수준을 높이고 미용업 영업소를이용하는 고객과 종사자들의 건강증진을 향상시키기 위해서는 공정하고 객관적인 기준에 의해 평가를 하고 이를 인증하며 그결과를 공표하는 인증제 도입의 필요성을 바탕으로 미용업 영업소의 위생관리에 관한 인식조사와 함께 인증제 도입의 필요성과 중요도 조사를 실시하였으며 이를 토대로 평가도구를 개발하였다. 미용업 영업소의 위생관리에 대한 인식 조사에서는 영업소의작업환경 및 위생실태가 건강증진에 미치는 관련성에 대해 높게 인식하고 있었으며, 조사대상자의 80% 이상이 미용업 영업소의 위생 및 안전관리의 중요성, 미용업 영업소의 위생수준 향상을 위한 위생수준 제고의 중요성을 인식하고 있는 것으로 나타났다. 미용업 영업소의 인증제 실시의 중요성에 대해서는 전체의 70% 가까운 응답자가 미용업 영업소의 인증제 실시에 대해 중요하게 생각하였으며, 인증제 실시가 위생서비스 수준의품질 향상에 영향을 미친다고 생각하는 것으로 나타났다. 또한고객의 입장에서 인증 결과가 미용업 영업소 선택에 중요한 영향을 미친다고 생각하는 것으로 나타났다. 이를 바탕으로 공중위생 관리법의 법적내용을 준수하면서 소비자의 건강보호 및 미용업 영업소의 위생서비스의 질 향상을유도할 수 있는 평가항목을 개발하였다. 평가도구는 문항 중요도를 분석하여 가중치를 적용하였으며, 미용업 영업소에서 위생서비스의 질 향상을 위해 지향해야 하는 항목인 권장사항과현행법에 의거하여 미용업 영업소에서 기본적으로 준수하여야하는 법적인 항목을 포함하는 필수항목으로 구성되었다. 이는인증대상이 적법한 영업소가 아닌 위법한 영업소에 대하여 인증이 이루어질 모순 가능성이 있기 때문이다. 단 준수사항은 평가의 목적이 아닌 인증제를 위한 평가대상의 자격을 부여하는수준으로 보아야 하며 인증절차에 앞서 준수사항을 통해 1차적으로 적법한 영업소인지 위법한 영업소인지의 판단이 선행되어야 할 것이다.
Abstract
To develop assessment items for introducing a beauty salon accreditation system, this study surveyed beauty salon workers and customers. Results indicate that individuals relate working environment and hygienic conditions with health improvement. In addition, it’s understood that the introduction of a beauty salon accreditation system is important, and that accreditation influences the selection of a beauty salon. Based on these results, field-centered assessment items were developed to improve hygiene services, customer and beauty salon worker health and ensure that the assessment is carried out in accordance with fair and objective criteria. Assessment tools consist of recommendations to improve the quality of hygiene services and requirements that a beauty salon must legally observe under current laws. However, compliance should be viewed as a requirement to qualify the subjects for accreditation for this assessment, not for the assessment itself. Before the accreditation process, a review to confirm that a beauty salon is a legal entity should be conducted.
