교통체감안전도 조사는 경찰정책의 방향을 국민의 눈높이에서 설정하고 수립하는 데 필요한 매우 중요한 자료이다. 교통체감안전도 조사는 경찰청이 일반시민을 대상으로 교통에 대한 안전, 가시적인 교통경찰 활동에 대한 인식, 그리고 교통경찰서비스에 대한 만족도를 검점하는 방식으로 이루어진다. 이러한 결과는 현재 시행하고 있는 교통정책의 지속성 여부를 판단할 수 있는 중요한 지표로 사용될 뿐만 아니라 새로운 교통안전 정책의 개발에 기초적인 자료로 이용되어야 한다. 하지만 이러한 조사결과가 제대로 분석되어 정책개발의 자료로 이용되기 보다는 각 지방청 또는 경찰서별 평균으로 나타난 종합순위를 통해 해당기관을 평가하는 도구로 사용되고 있는 실정이다. 본 연구에서는 경찰청이 조사한 국민의 체감교통안전도 자료를 이용하여, 실제로 국민들은 교통안전을 어떻게 느끼고 있으며, 경찰의 교통안전 활동이 이러한 교통안전체감에 어떠한 영향을 미치고 있는지를 분석하였다. 분석결과 교통체감안전도는 꾸준히 향상하고 있어 정책의 지속성을 유지해도 좋다고 판단되었다.
Abstract
The aim of this study is to provide a basic material for building better safety policies by analysing the indicator of traffic safety. For this study, three times of survey were conducted on a nation scale in 2013 and the first half of 2014. 6124 people’s self reported data about traffic safety indicator were collected. these data are consisted of variables such as sex, age, rating of police stations, and people’s appraisal about a safety activities or safety policies of police. Due to these data’s longitudinal feature, a latent growth model method is conducted. The result of this study has shown that the indicators of traffic safety are continuously increased for three periods, and people’s appraisals on efforts of police were positive. the most powerful impact factor to the growth rate of indicator in traffic safety is people’s appraisals on efforts of police. And Police agency should take older people and the rural provinces into consideration for sustainable success of traffic safety policies. This study has some limitations, for example of not considering various factors such as income, marital status educational background, etc. Nevertheless these limitation, this study made valuable contributions in that longitudinal effect of police’s traffic safety activities was proved in growth of people’s indicator of traffic safety. Also, this study first attempted to make an analysis for people’s indicator of traffic safety.
