경찰의 포괄적 재난관리체계에의 영향요인

이 연구의 목적은 일선 경찰관들을 대상으로 포괄적 재난관리체계의 효과성 인식 수준에 대한 실증연구를 함으로써, 포괄적 재난관리체계에의 영향요인들 중에서 어떤 요인들이 효과성 인식 수준에 통계적으로 유의한 영향을 미치는지를 살펴보고, 그 효과성을 향상시킬 수 있는 정책적 제언들을 제시하는 것이다. 이 연구의 대상은 경찰교육원에서 직무교육을 받고 있는 경찰관 257명을 대상으로 하였고, 독립변수는 재난예방 경찰활동, 재난대비 경찰활동, 경찰의 대내ㆍ외 협력, 경찰의 재난관리 전문성, 재난관련 경찰 교육ㆍ훈련, 재난관리 관련 법령이고, 종속변수는 경찰의 포괄적 재난관리체계의 효과성이다. 인구사회학적 변수에 대한 중다회귀 분석의 제1단계 모델에서 재직기간(β=-.586)은 정(+)의 영향을 미치지만, 계급(β=-.399)과 연령(β=-.236)은 부(-)의 영향을 미치고 있었다. 제2단계 모델에서 인구사회학적 변수를 통제변수로 하고 7개 독립변수를 추가하여 중다회귀 분석을 행한 결과, 제2단계 모델은 효과성 인식의 63.9%를 설명하여 제1단계 모델보다 14.9%의 설명력을 더 갖고 있는 것으로 나타났고, 연령(β=-.178), 근무기간(β=.268), 계급(β=-.138), 경찰의 대내ㆍ외 협력(β=.360), 재난대응 경찰활동(β=.259), 재난대비 경찰활동(β=-.117), 재난관련 경찰 교육ㆍ훈련(β=.263), 재난예방 경찰활동(β=.097)이 효과성 인식에 유의한 영향을 미치는 변수인 것으로 나타났다. 이러한 분석 결과를 기초로, 경찰의 포괄적 재난관리체계를 활성화하기 위한 정책적 제언으로서, 경찰의 대내ㆍ외 협력체계를 구축하고, 재난예방 경찰활동을 중첩화하고, 재난대비 경찰활동을 더욱 강화하고, 재난대응 경찰활동을 신속화하고, 재난 관련 교육ㆍ훈련을 더욱 실질적으로 행할 필요가 있다.
Abstract
he purpose of this study is to analyze the effect of comprehensive emergency management system on the level of perceived effectiveness, and to suggest policy recommendations that can improve their effectiveness. This study was conducted on 257 police officers who was receiving job training at the Police Training Institute. The independent variables are ⑴ disaster prevention activities of police, ⑵ disaster preparedness activities of police, ⑶ internal and external cooperative activities of police, ⑷ disaster management expertise of police, ⑸ police educationㆍtraining related to disaster, ⑹ disaster response activities of police, ⑺ laws related to disaster management, and the dependent variable is the effectiveness perception of police comprehensive emergency management system. In the first step model of multiple regression analysis, the duration of employment(β=.586) has a positive(+) effect, but the rank(β=-.399) and age(β=-.236) has a negative(-) effect. In the second step, the demographic variables were used as control variables and the seven independent variables were added to the multiple regression analysis. As the result, the second step model explained 63.9% of the perception of effectiveness and had 14.9% more explanatory power than the first step. And, age(β=-.178), working period(β=.268), rank(β=-.138), internal and external cooperative activities of police(β=.360), disaster response activity of police(β=.259), disaster preparedness activity of police(β=-.117), police education and training related to disaster(β=.263), disaster prevention activity of police(β=.097) have the effect on the effectiveness of police comprehensive emergency management system. Based on the results of this analysis, as a policy suggestion to activate the comprehensive disaster management system of the police, it is suggested that the internal and external cooperative system of police should be established, and the police disaster prevention activities should be overlapped, and the disaster preparedness activities should be further strengthened, and the capacity of the commander should be strengthened, and the education and training related to disaster should be actualized.
