Abstract

'Human rights-friendly' police activities will be fundamental to democratic education and a good thing. Democracy is not complete, but when new problems appear, they are debated, deliberated, and processed in new ways. Equally, human rights and democracy should be handled in the same way. Korea is in a struggle between “dominant ideas” and ‘resistant ideas’ or ‘human rights ideas.’ That is, it is in constant ‘competitions of growth’ vs. ‘distribution,’ ‘discrimination’ vs. ‘equality,’ ‘cultural racism’ vs. ‘multiculturalism,’ ‘retribution’ vs. ‘rehabilitation,’ and ‘dictatorship’ vs. ‘antidictatorship.’ Democracy is not only a principle that establishes the exclusive sovereignty of individual communities, that is, a particular form of government or a specific form of political decision-making, but a mature, "decent" social life is a theory of normative democracy, which is a very persuasive argument. This is a process of securing the boundaries of life centering on the human rights-friendly human dignity of humanism. This thesis designated the objective of the ‘human rights friendly’ as the areas of human rights capacity including the attitudes, the values and the emotional factors. The most important thing in national organizations and police activities is to lay the theoretical foundation that enables human rights to establish the legal system itself. Human rights-friendly police activities can enhance the impartiality and impartiality of investigation by strengthening external surveillance of investigative agencies. The result and performance-based investigation are the process of eliminating the possession of human rights violations, At the same time. That is, human rights-friendly organization, institutionalization, and functionalization of national organizations will bring about intrinsic transformation and deepening of norms, while enhancing 'civic democracy' and personal life satisfaction.
