도시범죄에 대한 도시계획적 인식과 대응

한국은 급격한 산업화 과정 속에서 세계 어느나라보다도 빠른 도시화를 경험하였다. 특히 주택이 거주 목적 보다 재테크의 수단으로 이용되면서,다른 나라와 달리 아파트가 대표적인 주거수단이되었다. 서구의 합리적인 모더니즘에 기초한 아파트는 편리하기는 하지만, 사적공간을 보장하는 대신 개개인을 고립시키는 공간구조를 가지고 있다. 현재에 이르러 사회‧경제적 발전과 급속한 도시화에따른 다양한 도시 불경제(urban diseconomies)현상을 경험하고 있는 우리나라는 범죄발생 및 유형에 있어서 갈수록 심각한 문제를 노정하고 있다. 도시의 안전은 모든 도시가 직면하고 있는 가장 근본적인 문제일 것이다. 한 도시가 안전하지 않다면,아무도 거기서 살려고 하지 않을 것이며, 사업을시작하지도 일자리를 가지려 하지도, 쇼핑 같은 것도 하지 않을 것이다. 안심할 수 있는 환경이라는인식과, 실제로 안전한 환경은 사람들을 도시내부의 근린주구로 끌어들이는데 있어 필수적이다. 범죄발생수치는 급감할 수 있지만, 사람들이 공간 안에갇히거나, 미아가 된 느낌을 받고, 신속하게 나갈길을 찾아낼 수 없다면, 그들은 그곳을 기피할 것이다.범죄 발생의 요인과 결과에 대한 연구는 주로법학, 경제학, 사회학, 지리학 등과 같은 제반 사회과학분야에서 다양하게 분석되고 있지만 도시‧지역계획적 함의를 가지는 연구는 극히 제한적으로 이루어지고 있는 것이 현실이다. 또 한국의 경우 장소적 연계성 및 이에 기초한 도시계획에 따른 범죄발생에 대한 연구는 거의 이루어진 바 없다. 이러한 문제의식 하에 이 논문은 도시범죄를 도시‧지역계획적 관점에서 해석하였다. 도시범죄의 발생요인으로 유대감의 약화, 익명성의 강화, 경제적불평등의 강화, 범죄의 학습, 일탈지역의 탄생의 5가지를 살펴보았다. 또 한국도시범죄의 새로운 등장변수로 외국인노동자와 불법체류자로 인하여 형성된 외국인집단거주지(ethnic enclave)를 고찰하였다. 그리고 도시범죄에 대한 대응으로 범죄 프로그램의 실시, 범죄 예방 디자인, 도시환경의 개선, 환경설계를 통한 범죄예방(CPTED) 등을 제언하였다.
Abstract
The purpose of this study was to interpretate urban crime based on urban and regional planning. This study was a latent crime threats created by negative urban environmental elements. This study was a sociological and physical consideration of crime in urban space. This research for this paper consisted primarily of document collection and literature review. Rationalism and modernism have a strong influence on making urban space. Rationalism and modernism affects how to we work and where we live. It si also affects our social, emotional, and behavioral status. Weaken of fellowship, reinforcement of anonymity, economic inequalities, learning of crime and forming of deviant place are major cause of urban crime. Korea’s fellowship has weakened a lot since the urbanization. Urban society is a space on which anonymity is guaranteed. Economic inequalities is and direct and indirect causes of urban crime. One’s personal background had an obvious effect on one’s crimes. This paper show pessimistic prediction to foreign workers and illegal immigrants. Many foreign workers and illegal immigrants still located in places where there are no police force. The criminals has a hideout in ethnic enclave. It is predictable that urban crime will increase in ethnic enclave. Smart criminal and organized criminal will increase in future. Foreign criminal will try to ally domestic criminal in future. But police force can not keep pace with development of criminal. This paper introduced program against crime, design against crime, improvement of residential environment, CPTED(Crime Prevention Through Environmental Design) for the prevention of crime. It is necessary to form of task force, squad to prevent rapidly growing criminal. It is also necessary to give more power to police and reinforce governmental authority. This is a study on the application of CPTED in urban space. This is a study on the housing environment development and urban environment development for decreasing of urban crimes. And more detail study of urban crime based on urban and regional planning is required. The increase of hostility of foreign workers and illegal immigrant will disrupt Korea take on a greater role in the world. So it is necessary for us to prepare careful concern and careful policy making for foreign workers and illegal immigrants.
