경비업법상 민간경비교육내 무도교육의 필요성에 관한 연구

Abstract

Security guards should overpower a person who poses any threat of immediate harm using the most rapid and efficient methods. That requires very long periods of martial arts practice and also needs preparedness training for each crisis situation in a consistent, repetitive manner. Yet, despite the widespread understanding of the need for martial arts education, irregularities and ills inherent in the private security industry spark negative attitudes towards such training offered as part of education for newly-employed security guards and lead to unwillingness to participate in martial arts education offered as part of on-the-job training. This is one of the biggest challenges facing the private security industry as it moves forward on the right track. To address this problem, a law should be passed requiring practical martial arts education in the field of private security which is directly associated with public safety, and a systematic and specialized system of martial arts education should be put in place. Yet, there are virtually no or very few relevant regulations and statutes regarding martial arts education offered as part of private security education. Against this backdrop, this study presented legal issues and content-related issues in martial arts education currently being provided as part of private security education and made the case for martial arts education rather than offering practical countermeasures.
