중앙경찰학교의 신임경찰관 교육내용과 성과에 관한 고찰

찰의 주요한 업무는 국민의 생명․신체․재산을 보호하기 위하여 일반통치권에 의해 국민에게 명령․강제하는 권력 작용 등의 역할 수행이다. 더불어 최근 한국사회의 범죄현상은 양적ㆍ질적으로 치안수요의 증가뿐 아니라 국민안전에 대한 욕구와 질 높은 치안서비스를 요구하고 있는 시점에서 우리 경찰은 국민의 기대에 부응하기 위한 전문적이고 직업관이 투철한 신임 경찰공무원을 확보하고 양성해 나가야 한다. 이러한 사회현상과 국민의 요구에 따라 경찰청은 2013년 4천명 증원을 시작으로 5년간 경찰인력 2만명을 증원하면서 경찰공무원의 신규임용이 급속하게 증가하고 있는 상황이다. 신임 경찰교육은 경찰조직의 발전과 직결되는 중요한 이슈라 할 수 있다. 특히, 신임경찰관 교육기관인 중앙경찰학교는 신임경찰관들이 현장에서 직무를 효과적으로 수행하기 위한 절차 및 원칙, 필요한 지식과 기법을 연마하는 신규임용 기본교육기관으로서 경찰관들의 성공적 직무수행을 위하여 매우 중요한 교육기관이다. 올해 기념할 만한 중앙경찰학교 개교 30주년의 현 시점에서, 본 연구는 중앙경찰학교 졸업생들이 그간 치안현장에서 주요 성과를 이룩하게 된 그동안의 교육적 측면의 내용에 대하여 짚어보고자 하였다.
Abstract
The main task of the police is to carry out the roles of power, such as ordering and enforcing the people by the general rulership in order to protect the life, body and property of the people. In addition, recently, the crime phenomenon in Korean society is not only an increase in police demand but also a desire for national security and a demand for high quality policing service, our police are confident that they are professional and professional in order to meet the expectation of the people. Police officers must be secured and educated. According to this social phenomenon and the demand of the people, Is expected to increase by 4,000 in 2013, A new officer of the police officer who increased the workforce by 20,000 It is a situation that the dragon is rapidly increasing. The new police education is an important issue directly related to the development of the police organization. In particular, the Central Police Academy, a new police officer education institution, is a very important educational institution for the successful performance of police officers as a new basic education institution that polishes the procedures and principles and the necessary knowledge and techniques for the new police officers to carry out their duties effectively in the field. At the present moment of the 30th anniversary of the opening of the Central Police Academy, which is to commemorate this year, this study examined the contents of the educational aspects of the Central Police Academy graduates who have achieved major achievements in the field of police affairs.
