Abstract

This study intends to suggest a method to minimize confusion among road users by maintaining the unity of traffic lights between countries. The UN's Convention on Road Traffic (tentative name Vienna Convention), which unifies traffic laws and safety facilities for the revitalization of international road traffic, promotes driving in other countries with a local driver's license once an international driver's license is issued. As one of such unity, the three-color traffic light system and the meaning of the signals were defined, but different traffic light types are used in each country according to the processing of rotational traffic such as left and right turns. It is true that a different method is applied, which not only causes confusion for foreign drivers, but is also vulnerable to the handling of turning traffic. As a result of comparing traffic lights for Japan and the United Kingdom, which are currently members of the Vienna Convention, and Korea and the United States, which are non-members, problems were derived in the method of handling rotational traffic such as left and right turns. It was derived that it was necessary to introduce a three-color traffic light consisting of red, yellow, and green arrows currently used in the United States for protection turn traffic and a five-color traffic light for unprotected / protected turn traffic. Even in the Vienna Convention, the red, yellow, and green arrows have already been revised and reflected. Other matters that violate the Vienna Convention for each country require further improvement or new standards, but are excluded from the scope of this study. Since it is difficult to change the signal method and form used for a long time in each country, rather than aggravating the confusion of the people, this study was conducted in order to gradually prepare these issues from now on for rational traffic flow processing and international traffic revitalization.
