초록

This study attempted to comprehensively evaluate performance between Korea Program on International Agriculture (KOPIA) centers performed by the Rural Development Administration (RDA) over the past ten years since the establishment of the KOPIA center, to suggest a way to sustainably develop KOPIA projects and find a way to continue the Korean Wave in agricultural ODA. A portfolio map was established to relatively evaluate the performance between 17 KOPIA centers relying on a logic model and five evaluation criteria developed by OECD, DAC. Utilizing the portfolio map constructing two axes, project process (inputs and activities) and result (outputs and outcomes), KOPIA centers are categorized into four types. Type (1) is a high-level type for both project processes and results. Classification (1) includes Mongol, Paraguay, the Philippines, Kenya, Cambodia, and Vietnam. Style (2) has a low level of project process but a high level of project results. Nicaragua, Algeria, Zimbabwe, Sri Lanka, and Laos are classified in type (2). Style (3) is low in both the project process and results. Uzbekistan, Uganda, Bolivia, and the Dominican Republic are included in type (3). Finally, type (4) is a type with a high process level but a low level of results, including Myanmar and Ethiopia. In this study, according to the four types, policy strategies were developed to continuously develop the KOPIA projects conducted by the RDA, which leads the Korean Wave in agricultural ODA in South Korea.

Abstract

This study attempted to comprehensively evaluate performance between Korea Program on International Agriculture (KOPIA) centers performed by the Rural Development Administration (RDA) over the past ten years since the establishment of the KOPIA center, to suggest a way to sustainably develop KOPIA projects and find a way to continue the Korean Wave in agricultural ODA.
