본 연구의 목적은 2010년 12월에 발표된 교통문화지수(TCI)에 초점을 맞춰 타당도 및 신뢰도를 분석하여 문제점을 도출하고 향후 TCI의 타당도 및 신뢰도 제고를 위한 고려사항을 검토하고자 한다. 2010 TCI 분석결과, 각 요인의 단일차원에서의 타당도 분석결과에서 운전행태, 교통안전, 교통약자의 구성개념타당도는 낮게 나타나고 있다. 또한 요인들의 신뢰도 분석결과에서 운전행태, 교통약자의 신뢰도는 매우 낮게 나타나고 있어 내적일관성에 문제가 있음을 보여주고 있다. 2010 TCI 모형검증을 위한 고차요인분석결과에서 2010 TCI 모형 적합도가 낮게 나타나고 있고 측정모형에서 정지선 준수율, 안전띠 착용률, 방향지시등 점등률, 신호 준수율, 이륜차 안전모 착용률, 자동차 1만대당 교통사고 사망자수, 인구 10만명당 교통사고 사망자수, 인구 10만명당 교통사고 중상자수, 인구 10만명당 보행자 사망자수, 보행자 신호 준수율, 스쿨존 불법주차, 인구 10만명당 노인·어린이 교통사고 사망자수 등의 측정오차가 매우 높게 나타나고 있어 TCI 모형과 자료가 잘 부합되지 않음을 보여주고 있다. 이러한 분석결과를 기초로 본 연구는 보다 개선된 TCI 개발을 위한 고려사항을 검토한다.
Abstract
The purposes of this study are to examine the validity and reliability of the 2010 Transport Culture Index (TCI) and to make suggestions for improving the TCI. The confirmatory factor analyses reveal that the constructs of driving behaviors, traffic safety, transportation handicapped have low construct validity. The internal consistencies of driving behaviors and transportation handicapped are also low. Furthermore, the higher order factor analyses indicate that the fit indices of the TCI model are low. In the measurement model, rate of stop line compliance, rate of wearing seat belt, rate of turing indicator light, rate of signal compliance, rate of wearing motorcycle helmets, traffic fatalities per 10,000 vehicle, traffic fatalities per 100,000 people, serious injuries per 100,000 people, pedestrian fatalities per 100,000 people, rate of pedestrian signal compliance, school zone illegal parking, children & aged traffic accident deaths per 100,000 people have high measurement errors. The results suggest a bad fit to the data. Based on these findings, this study discusses some considerations to improve the TCI.
