수도권 기초자치단체의 부가가치의 역외 유출입 현황과 정책과제 - 의정부시 사례를 중심으로 -

의정부시의 부가가치는 전체 규모뿐만 아니라 일인당 규모에서 전국 및 경기도 시군 평균에 미치지 못하고 있다. 또한 부가가치의 구성에서도 제조업보다는 서비스업 중심으로 연성 경제구조를 취하고 있다. 따라서 산업구조의 고도화를 통한 고부가가치 산업을 유치하기 위한 노력을 경주해야 한다. 더 나아가 의정부시는 취약한 부가가치의 생산구조하에서 생산된 부가가치의 약 20%의 역외 유출을 경험하고 있다. 의정부시는 수도권에 있어 서울시와 경기북부 시군의 중간지점에 입지하여 인구와 부가가치가 통과하는 전이지역(transit region)의 역할을 수행하고 있다. 인구는 서울→의정부→경기북부로 이동하는 원심력을 보이는 반면에 부가가치는 경기북부→의정부→서울 구심력을 보이고 있다. 현재 의정부시의 경우 인구는 증가추세를 보이고 있으나 부가가치는 유출되고 있다. 이는 부유한 사람들이 빠져 나가는 대신에 가난한 사람들이 유입되고 있다는 점을 의미한다. 따라서 의정부시는 부유한 사람들을 중심으로 한 인구 유입책을 수립해야 한다. 이를 위해서는 한국에 있어 부가가치의 역외 유출입에 결정적인 영향을 미치는 학생들의 학업성취도를 제고하기 위한 교육환경개선 정책이 필요하다.
Abstract
Value-added of Uijeongbusi is not only small in total size but also below average of the whole country and Gyeonggido in per capita size. And Uijeongbusi has a soft industrial composition focusing on service sector rather than manufacture so that it has to upgrade industrial structure through the attraction of high value-added industries. Moreover, it suffers from out-migration of around 20% of value-added produced within its own jurisdiction. Uijeongbusi is located at the midpoint between Seoul and the northern part of Gyeonggido in the capital area so that it plays a role of the transit region through which population and value-added migrate among regions of the capital area. Population moves in the direction of centrifugal force: Seoul → Uijeongbusi → northern part of Gyeonggido, contrarily, value-added does in the opposite direction. In Uijeongbusi population increases, but value-added decreases. That means the rich out-migrate from Uijeongbusi, but the poor in-migrate. Therefore, Uijeongbusi needs to make policy to attract the rich who tend to move to regions which have favorable situation for a higher educational performance by upgrading its own educational institution and condition.
