대통령 선거에서의 보육정책 공약 내용 분석: 18대, 19대 대선 공약을 중심으로

Abstract

It is no exaggeration to say that the hottest issue in aging society characterized by low birth rate is childcare policy. It did not reach the current level, but in the last 18th presidential election, too, childcare policy, a part of childbirth promotion policy, was one of the major issues to attract women in their 30’s to 40’s. Since free childcare policy began to be enforced from 2013, it has been the people’s common interest. Along with alteration in youths’ value system or their job insecurity becoming a social problem, however, simply with childcare policy, we will never be able to solve related problems accumulated in our society, of course. Recognizing the importance of childcare policy, this author aims to analyze the contents and characteristics of the last 18th and this 19th presidential election pledges mainly about childcare to see how they have been altered, what are still the main issues, and what contents have been changed by conducting contents analysis with the pledges and policies analysis frame consisting of them. Based on the results, this study will present the limitations of past government policy and what Korean childcare policy should be oriented to afterwards. According to the results, although Korean childcare policy has achieved the enormous conversion of free childcare, it is not yet being operated for those in need and its philosophical value is not clear; therefore, it is causing confusion in the position of those in need. This study is significant in that it has comparatively analyzed pledges and found out even limitations in the previous government’s policy as it was emphasized but failed to be enforced then and provides material that can function as fundamental data gained by analyzing the policy in multilateral ways.
