광역자치단체 「장기요양요원 처우 개선 및 지위 향상 조례」 비교 연구

본 연구는 노인장기요양 서비스 제공을 담당하고 있는 요양보호사들의 처우 개선과 지위 향상을 궁극적 목적으로 한다. 요양보호사들은 노인장기요양 서비스 제공에서 중요한 역할을 담당하지만, 여전히 열악한 노동환경 하에서 살아가고 있다. 이에 15개 광역자치단체의 「장기요양요원 처우 개선 및 지위 향상 조례」를 분석대상으로 하여, 조례의 목적지향성, 자치단체장의 책무성, 급여의 포괄성, 재정책임성, 전달체계의 책임성과 통합성, 인력의 전문성, 벌칙의 엄격성을 비교하고 개선 방안을 제시하였다. 연구결과, 광주광역시가 권리성 측면에서, 충청북도가 급여종류의 포괄성 측면에서, 강원도가 자치단체장의 재정책임성 측면에서 상대적으로 높은 수준의 내용적 체계를 구성하고 있었다. 분석결과에 기초하여, 요양보호사의 처우 개선과 권익 보호를 위한 구체적이고 실효성 있는 광역자치단체 조례 개정 및 정책적 지원의필요성을 제안하였다. 특히 본 연구는 각 광역자치단체가 요양보호사를 위해 조례를 보다 실효성 있는 조항으로 개정하고, 근로환경 개선을 위한 재정적 지원을 강화하며, 지속적인 교육과 훈련 프로그램을 마련할 것을 강조하였다. 본 연구 결과의 활용으로 노동환경 개선을 통해 요양보호사의 직무만족도를 높이고 이직률을 낮추며, 궁극적으로 노인돌봄서비스의 질적 향상을 도모할 수 있을 것이다.
Abstract
This study aims to improve the treatment and to enhance the status of care workers who are responsible for providing long-term care services for the elderly. Although care workers play an important role in providing the care services, they still live in poor working conditions. Accordingly, the “Long-term Care Worker Treatment Improvement and Status Enhancement Ordinance” of 15 metropolitan governments were analyzed to compare and suggest improvement measures. The results of the study showed that Gwangju had a relatively high level in terms of rights, Chungcheongbuk-do in terms of the comprehensiveness of benefits, and Gangwon-do in terms of the financial responsibility. Based on the results of the analysis, the necessity of specific and effective revision of ordinances and policy support for improving the treatment and protecting the rights of care workers was suggested. In particular, each metropolitan government need to revise the ordinance to more effective provisions, strengthening financial support for improving the working environment, and establishing continuous education and training programs. The utilization of the results of this study will be able to improve the working environment of care workers, thereby increasing job satisfaction, reducing turnover rates, and ultimately promoting qualitative improvement of care services for the elderly.
