Abstract
Despite the increasing academic and policy activities of North Korean defectors, vocational education and training policy support for domestic job integration remain insufficient. Although North Korean defectors have human resources such as educational background, experience, and qualifications which acquired in North Korea, they are not provided with employment information related to various domestic job openings, as well as institutional support to utilize their human resources. This is because systematic investigation and classification of human resources such as educational background, work experience, and qualifications of North Korean defectors at the time of their entrance process at South Korea have not been properly conducted. Therefore, this paper aims to develop a common occupational classification (draft) between the two Koreas, linking occupations systematically. This classification will enable human resources information, especially occupational data, obtained prior to defection to be used for domestic job placement and vocational education and training. A literature view was conducted and the classification system's validity was reviewed by an expert. This paper introduce the concept of the common occupation classification (proposal) for North Korean defectors, classifies some manufacturing industry occupations, qualifications, and educational backgrounds. It also discusses the policy implications of this classification and suggests future research directions.
