Jeffrey Alexander의 ‘시민적 개선’을 다시 보기: 대학 입시 제도의 공정성 담론을 중심으로

초록

본 연구의 목적은 크게 두 가지이다. 첫째는 알렉산더(Alexander)가 포착하지 못한 시민사회와 비시민적 영역 간 경계 관계의 양상을 조명함으로써 ‘시민적 개선’의 이론적 논의를 확장하는 데 있다. 알렉산더의 ‘시민적 개선’은 시민사회가 비시민적 영역에 개입하여 그 영역의 불평등과 부정의를 완화하고 보편주의적 결속을 확장함을 의미한다. 왈쩌(Walzer)의 다원주의적 정의론에 터하여 본 연구는 시민사회와 비시민적 영역을 포함하여 모든 사회적 영역이 각각의 영역-특수적인 코드를 가지고 있으며, 그 코드에 의해 영역 내 제도와 행위가 의미화 되고 작동되고 있음을 주장한다. 알렉산더가 시민적 코드의 활성화에만 초점을 둔 반면, 본 연구는 비시민적 영역의 정의 구현을 위해 필요한 담론적 요건으로서 시민사회의 시민적 코드뿐만 아니라 비시민적 영역의 영역-특수적인 코드의 동시적 작동을 제안한다. 만약 두 유형의 코드가 동시에 활성화되지 않는다면, 시민사회에 의한 실질적인 ‘시민적 개선’은 요원할 것으로 판단된다. 본 연구의 두 번째 목적은, 위의 이론적 주장의 타당성을 확인하기 위하여 2013년부터 6년간 지속된 대학 입시 제도를 둘러싼 공정성 논쟁을 분석하는 데 있다. 경험적 분석을 위해 정부, 시민단체, 미디어 등에서 생산된 담론들을 수집・활용하였다. 분석 결과는 다음과 같다. 대학 입시 제도의 공정성을 제고하려는 정부와 시민사회의 노력이 공정성 시비를 끊임없이 유발하였으며, 교육적 코드보다는 시민사회의 공정 코드에 주로 의존함으로써 시민적 개선의 한계를 노출하였다.

Abstract

This article has two main purposes. The first is to widen theoretical discussions on “civil repair” by illuminating the aspect of the boundary relations between civil and non-civil spheres, which Alexander has not captured yet. Alexander means “civil repair” as one of boundary relations in which civil society intrudes itself into non-civil spheres to alleviate the inequality and injustice of those spheres in a way that expands universalistic solidarity. Based upon Walzer’s theory of pluralism of justice, this study claims that each of social spheres has its own sphere-specific codes in terms of which institutions and actions are signified and come into play. While Alexander focuses only on the activation of civil codes, this study proposes not only civil codes but sphere-specific codes activating simultaneously in civil society as a discursive precondition for the realization of justice in non-civil spheres. If two types of codes did not come into play at the same time, the “civil repair” from civil society could not be expected in a substantial sense. The second purpose of this study is to analyze the debates on the fairness of university entrance institutions continued for six years from 2013, in order to see the validity of our theoretical arguments. The data of discourses produced by government, civil associations and media were collected and utilized for our empirical analysis. The results of analysis are as follows. The attempts by government and civil society to enhance the fairness of university entrance institutions incessantly provoked disputes over fairness, and exposed the limitations of civil repair by depending upon the code of fairness in civil society rather than educational codes.
