미성숙한 청소년은 신체적, 정신적 또는 심리적으로 안정된 생활을 해야 한다. 특히 지역사회의 개념이 변화하고 있는 상황에서 청소년의 건전한 성장을 위한 환경개선과 범죄통제력에 대한 새로운 관심이 필요하다. 따라서 본 연구에서는 지역사회에서 청소년이 범죄통제에 대하여 어떻게 생각하고 있는지 살펴보았다. 조사는 전라북도 지역에 거주하는 청소년에게 150부를 배부한 후에 최종적으로 125명을 대상으로 하였으며, 기초조사의 성격으로 빈도분석을 실시했다. 이 분석에 근거하여 결과를 요약하고 정책적 함의를 설명하면 다음과 같다. 첫째, 청소년들은 지역사회에서 범죄피해를 당할 가능성에 대해 불안감을 나타냈으며, 거주지역의 범죄보다 국가수준의 범죄발생이 더 많은 것으로 인식하였다. 둘째, 청소년들은 지역주민들이 지역문제에 관심을 가지고 대응하고 경미한 문제가 발생할 때에는 비공식적인 통제방법을 선호할 것으로 인식했다. 또한 청소년들은 지역경찰의 순찰활동이나 대민관계에 대해서 긍정적인 반면에 경찰의 카운슬링(counseling)활동은 부정적이었다. 셋째, 청소년들은 손해배상이나 재범방지를 위해서 공식적 통제기관에 신고하지만 공식적 통제기관의 해결수준은 만족스럽지 못할 것이라는 인식이 강하였다. 넷째, 국가의 피해자 보상에 있어서 청소년들은 국가가 피해자를 위한 금전적 보상과 공식적 통제기관의 범인처벌을 중요하게 인식했다. 즉 국가는 시민들에게 도덕사회에 사는 것의 의미를 보여주어야 한다는 것이다. 다섯째, 청소년의 자기통제는 공식적 통제보다 비공식적 통제에 의해 이루어졌으며, 청소년들은 물리적 환경개선을 선호하는 것으로 나타났다. 그러나 본 연구에서는 특정 지역과 청소년에 한정하여 연구를 수행하였기 때문에 일반화시키기에는 한계가 있다.
Abstract
Immature adolescents should live a stable life physically, mentally, or psychologically. Specially, the concept of community in which they reside are changing. That means that we need new attention of environment improvement and crime control for the healthy development of adolescents. With this background, The object of this study is to analyze on perceptions of adolescents on the crime control in the residential district. The survey polled the 150 in Jeonbuk Province, 125 of which replied. And frequency analysis by a statistical package, SPSS for windows were used to analyze on basic perceptions of adolescents. The followings are the results of statistical analyses and policy implications. First, Adolescents showed uneasiness of crime victim, they recognized that a national level has a higher crime rate than their communities. Secondly, Adolescents recognized that the area residents are interested in regional issues, they prefer the informal social control when are faced with a trivial matter. And Adolescents thought positively about patrol and public relations, whereas they felt negatively about counseling by regional police. Thirdly, Adolescents recognized that they will report the criminal to the formal control institution for a claim for damages and prevention of repeat criminal activity. But they were not satisfied that the formal control institutions have solved the criminal cases. Fourthly, Adolescents recognized that the nation must give adequate and due compensation to the victim, and have a punish that befits the crime. That is, the nation show citizens what it means to live a moral society. Fifthly, The self-control of adolescents can be accomplished by informal control rather than formal control. And it was revealed that adolescents prefer to improve the physical environment to prevent the fear of crime. However, It is difficult to generalize the results to the whole country, since the survey is limited to the specific region and adolescent.
