북한의 테러리즘 양상과 대응방안

북한은 지난 2008년 10월 핵 검증 합의에 따라 미국으로부터 테러지원국 지정에서 해제되어 국제사회로부터 많은 변화를 기대 받고 있었으나 얼마 되지 않아 이 기대는 핵불능화 조치의 불이행 등으로 북미간의 갈등은 오히려 더 깊어졌으며 남북관계역시 일시적인 대남유화책을 전개하기도 하였지만 천안함 침몰 사건 등으로 인해 계속적인 경색 상황이다. 더구나 북한에게 있어 ‘한국의 성공은 북한에게는 위협’이 될 수 있다는 적대적 감정을 가지고 있기 때문에 국제사회에서 점차위상이 높아지고 경제적 분야 에서도 강국으로 도약하고 있는 한국에 대한 북한의 테러리즘 가능성은 한층 더 증가 할 수 있는 실정으로 여전히 위협대상이 될 수 있기 때문에 이에 대한 북한테러리즘에 적절히 대응할 수 있는 체계적 사전예방책과 사후대응책수립이 어느 때보다 더 요구된다 할 수 있다. 특히 북한의 테러리즘의 특징은 국가가 직접 주도하는 테러리즘 형태로 이를 적화통일을 위한 혁명적인 수단 및 행위로 간주하여 국가 최고지휘자의 직접 지휘아래 최정예 특수요원들을 양성해 수행하고 있으며 국제혁명역량 강화를 위해 해외폭력을 수출하여 게릴라 훈련 및 테러훈련을 실시하는 등 테러리즘의 수출 지원국으로서 국내외적으로 무력적화통일이라는 목표달성을 위해 테러리즘을 감행할 가능성이 어느 때 보다도 농후하다고 할 수 있다. 최근 북한은 후계자선정과 경제난등 대내외적인 어려움을 타개하기 위하여 이를 외부로 돌리기 위한 테러리즘이 더욱 급증할 것이 예상된다. 이러한 북한의 테러위협에 적극 대응함과 동시에 위협요인에 대한 사전 철저한 분석으로 국가생존을 보호할 필요가 있다. 따라서 본고는 향후 예상되는 북한 테러리즘의 전망을 살펴보고 이에 대한 대응과 전략에 대하여 고찰하고자 한다.
Abstract

The characteristics of terrorism, especially in the North Country in the form of terrorism, which led directly to communist reunification measures and acts as if they were revolutionary for the country's top commander directly under the supervision of the elite special agents do fostered and for strengthening the international revolutionary Overseas export of violence and terrorism and guerrilla training, including training programs as a state sponsor of terrorism, export of foreign communist reunification of the armed forces to achieve the goal of terrorism to launch a possibility that you can concentrate more than ever. Actively respond to these terrorist threats in North Korea at the same time a thorough analysis of threats to the survival of the country are needed to protect. Thus, it replace the regime in North Korea and the internal and external economic challenges such as terrorism in order to relieve expected to soar as more forward-looking view of the North terrorism and the strategies for response, are considered.
