방범용 CCTV의 통합형 표준가이드라인의 중요도 및 우선순위 분석에 관한 연구

이 연구에서는 방범용 CCTV의 통합형 표준가이드라인 기준에 대한 적합성 여부검증을 통해 실질적 운용 및 관리를 위한 체계를 구축시키기 위한 목적으로 그 중요도 및 우선순위를 분석하였다. 이를 위해 이 연구에서는 AHP분석 방법을 활용하였으며, 2015년 6월 1일부터 6월 22일까지 판단표본 추출법(judgement sampling method)을 사용하여 전문가 집단 총 35명을 대상으로 실시하였다. 연구결과를 요약하면 다음과 같다. 첫째, 1계층 요인에서는 운영・정책적 측면이 기술적 측면에 비해 상대적으로 중요하게 나타났다. 둘째, 2계층 요인에서는 통합관제센터 운영 항목이 0.115, 방범용 CCTV 소속 및운영주체 항목이 0.114, CCTV 카메라 권고사항 항목이 0.111, CCTV 설치 업체 선정 및 기준 항목이 0.102, CCTV 유지 및 보수 항목이 0.098, 시스템 유지 항목이0.093, 통합포털 구축 운영이 0.085로 2계층 요인 중 상대적으로 높은 중요도를 가지는 것으로 나타났다. 셋째, 3계층 요인에서는 총 29개 요인에 대한 우선순위를 분석한 결과 통합관제센터 운영주체, 카메라, 모니터, 모니터링요원의 수, 카메라 해상도, 렌즈, 초점거리, 시야, 적외선 카메라, 모니터링의 편제, 통합관제센터 구축 및 운영 기준 사항의 보안, 통합관제센터 구축 및 운영 기준 사항의 구축 및 운영, 모니터링 요원 선발 기준 및자격, 녹화시스템 해상도, 통합관제센터 구축 및 운영 기준 사항의 계획 및 설계, 모니터링 요원 관리 및 교육과 담당 등의 순서로 높은 중요도를 차지하였다.
Abstract
This study, based on an integrated standard guidelines of the CCTV prevention suitability for practical operation and management through verification whether a system for integrated CCTV for the purposes of the standard to establish the importance of the guidelines and priorities. To this end, this study utilizes the AHP analysis methods, and from 1 June 2015, June 22, judgement sampling law (judgement sampling method) using expert group conducted a total of 35 people to target.
