최근 북한의 핵무장으로부터 촉발된 위기가 미국-북한 간의 강경대치로 이어지면서 한반도 전쟁위기 가능성이 고조되고 있다. 이러한 상황전개로 인해 그 어느 때 보다 서울과 부산 등과 같은 한국의 대도시들이 북한의 핵공격을 받을 가능성이 고조되고 있다. 이 논문은 이러한 최근의 상황전개에 대한 대응이다. 북한 등과 같은 적대행위자가 국내 대도시를 대상으로 핵공격을 시도한다면 그러한 위협의 유형과 동향은 어떠한지, 만약 북한 등과 같은 적대 행위자의 공격으로 실제 핵폭발이 서울과 부산 등과 같은 대도시에서 실제 발생한다면, 그 충격과 영향은 어느 정도이며, 어떠한 결과가 나타나며 상황이 전개될 것인지에 대해서 다룰 것이다. 마지막으로 이러한 재앙적 상황에 맞서 사실상 최 일선 현장에서의 공권력을 의미하는 경찰이 어떻게 대응하고 조치하여야 할 것인지에 대해서도 논의할 것이다. 이 논문은 어떤 심층적 연구와 분석이라기보다는 최근 급박한 상황전개에 대응한 핵공격 또는 핵폭발과 관련된 하나의 개략적 스케치가 될 것이다. 이 논문의 작성을 위해 주로 미국의 자료들이 활용되었다. 미국은 수십 년에 걸친 ICBM(Inter-Continental Ballastic Missile) 등의 핵미사일에 의한 핵공격위협과 테러리스트에 의한 도심 핵테러공격 위협 등의 상황을 상정하여 도심 핵폭발에 대한 구체적인 대응방안을 마련하고 있다. 이러한 미국의 축적된 자료들은 북한의 핵공격 위협에 직면하고 있는 우리에게 상당히 중요한 참고가 될 수 있다. 이 논문은 이러한 미국의 자료들을 살펴보고 주요한 사항들을 간략히 요약하고 소개함으로서 핵공격 위협에 맞서 구체적으로 어떠한 사항들을 고려하고 준비해야하는지에 대한 적시성 있는(timeliness) 제안들을 시도한다.
Abstract
Recently, the nuclear ambition of North Korea triggered the rising tension between the U.S. and North Korea and the possible nuclear war in the Korean Peninsular. Perhaps, a nuclear attack to the South Korean metropolitan cities such as Seoul and Pusan now becomes a plausible scenario. This article is a response to such a concern. What if a hostile actor such as North Korea launched a nuclear attack to a South Korean metropolitan city, how a type and circumstance of such a threat will be. what if such a hostile attacker indeed triggered an actual nuclear explosion inside of Seoul or Pusan, how extensive such effects will be, what consequences are expected, how situations will be developed after an initial attack. Lastly, the article discusses how the police as a last-standing authority on the ground respond and perform their duties fighting against such a tragedy. This article is a brief and timely sketch of the recent security development rather than an in-depth study or analysis. For doing so, the U.S. sources of nuclear attack and explosion are used. For decades, the U.S. had developed a well-made analysis and response measures of nuclear attack triggered by nuclear missile or nuclear terrorism. Such a U.S. sources could provide a instant and significant reference to the South Koreans who now face to nuclear threat primarily by the North Korea. This article makes timely propositions on considerations and preparations responding to the nuclear threats by examining, summarizing and introducing the U.S. sources.
