글로벌 인권교육의 전개 과정 분석 - 유엔과 비정부기구들의 활동을 중심으로 -

초록

본 논문은 글로벌 인권교육의 전개과정에 대한 분석을 하는 것을 목적으로 하였다. 구체적분석을 하기 전에 특히 글로벌 인권교육의 개념에 관한 두 가지 관점을 검토하였다. 하나의관점은 글로벌 인권교육을 글로벌 인권에 관한 교육의 동향으로 본다. 다른 관점은 글로벌인권교육을 인권교육에 관한 글로벌 접근으로 본다. 본 연구에서는 글로벌 인권교육을 양자의 개념을 다 포괄하는 것으로 이해하되, 특히 후자의 부분에 집중해서 분석하였다. 구체적분석에서는 글로벌 인권교육 전개 과정에서 유엔이 주도한 지속적 노력에 대해 보았다. 또한유엔 외에 세계적 또는 지역적 비정부기구들의 글로벌 인권교육의 동향도 분석하였다. 이상의 검토를 통하여 본 논문이 시사를 받은 점은 다음과 같다. 첫째, 국제사회에서 글로벌 인권교육을 주도하고 있는 곳은 UN이다. 둘째, 세계적인 규모의 글로벌 인권교육 단체 가운데 처음에는 자국에서의 인권교육 전개를 목적으로 작게 시작한 사례들이 있다. 셋째, 지역 중심의인권교육 단체들의 활동도 활발하다. 넷째, 글로벌 인권단체들이라고 하여 모두 인권교육과관련이 된 것은 아니다. 다섯째, 글로벌 인권교육 프로그램들은 실제 생활에의 적용과 실천및 인권침해상황을 벗어나기 위한 운동에의 참여를 강조하고 있다. 인권교육은 인권에 관한, 인권을 통한, 인권을 위한 교육이라 하였듯이, 특히 글로벌 인권교육의 동향이 주는 시사점중에 인권보장을 위한 실행과정에의 참여를 통한 인권교육을 강조하고 있다는 점을 주목하게된다. 이러한 시사점들이 우리나라 인권교육의 개선에도 도움이 되기를 기대해본다.

Abstract

This paper is intended to a general analysis of the development process of the global rights education. Before the concrete analysis were examined two particular aspects of the concept of global rights education. One perspective sees that the global human rights education is an educating global human rights. The other perspective thinks that global human rights education is a global approach about human rights education. This study thinks that global human rights education embraces the concept of the two. This analysis looked for the development process of UN-led global human rights education and its content. Global trends of human rights education of non-governmental organizations were also analyzed. Implications which this paper received through this review is as follows. First, The Subject which has been leading the global human rights education in the international community is UN. Secondly, also the leading global organization for Human Rights Education has begun originally for the purpose developing one country's human rights education. Third, there are also active organizations doing for human rights education in the each continent Fourth, every global human rights organization is not always associated with human rights education. Fifth, the Global Human Rights Education programmes emphasize our participation of the movement for the application through real life. Human rights education is educating about, through and for human rights. Human rights education organizations specially emphasis on ‘educating through human rights.’
