2012년 9월 10일, 그 동안 UN등 국제 사회의 요청을 받아 코소보를 관리 감독해왔던 국제조정기구(ISG: The International Steering Group)가 코소보에 대한 국제 사회의 관리 감독 기간 종료와 함께, 코소보의 완전한 주권 회복이 달성되었음을 선언하였다. 이에 대해 미국과 서방 등은 환영의 입장을 보인 반면에, 세르비아를 비롯해 러시아와 중국 등은 별다른 의미를 부여하지 않은 채 이를 무시하는 태도를 보이고 있다. 본 논문에선 이러한 국제조정기구의 코소보 주권 인정 선언이 향후 코소보 문제 해결과 관련하여 어떠한 국제적 의미와 논쟁을 던져주고 있는 지에 대해 살펴보고자 한다. 더불어 20세기 이후로 계속되어 오고 있는 코소보 내 민족 갈등의 확산 속에, 코소보의 진정한 평화 정착 및 그 미래를 결정지을 주요 요소들에 대한 고민들을 제시해 보고자 한다. 이를 위해 제 2장에서는 2008년 2월 코소보 독립 선언 이후, 코소보 민족 문제의 해결을 위한 국제 사회의 노력과 그 양상을 소개하고, 국제조정기구의 코소보 주권 획득 인정 의미와 함께 코소보 문제의 국제사적 의미에 대해 분석해 보고자 한다. 그리고 제 3장에서는 현재까지 코소보 내 민족 갈등의 확산과 문제 해결의 난해함이 계속되는 가운데, 코소보의 진정한 평화 구축과 그 견고한 미래 국가 비전을 설계해 나가기 위해 반드시 필요한 두 가지 핵심 요소, 즉 코소보 최종 지위 논쟁의 국제적 합의라는 측면, 그리고 이 지역 평화 정착을 위한 정치적 해결 문제 등에 대해 논의하고자 한다.
Abstract
On September 10, 2012, the ISG(International Steering Group), which had supervised the Kosovo upon the request of the international community including the UN, declared to end the supervision period on the Kosovo, and announced the Kosovo achieved complete sovereignty. For this declaration, the U.S. and the majority of the European countries were welcomed. But, on the contrary of that, the Russia and the China including the Serbia did not give a significant, showing the attitude of ignoring such decision. In this paper, with this research background, I will examine How much the ISG's decision have a international meaning for the solution of the Kosovo's problem. In addition, I wish to introduce major factors on the peace settlement and the future of the Kosovo. At first, in the Chapter II, I will analyze about the aspects and the efforts of the international community, and I will explain about the meanings of the international history on the Kosovo's problem and the it's sovereignty recognition. And in the chapter III, I will introduce about the two key elements for true peace settlement in Kosovo; these are about the international agreement on a Kosovo's final status, and about the political solution for the permanent peace settlement in Kosovo.
