다문화교육 관점에서 선진국 교육과정 총론 분석을 통한 방향성 모색

이 연구는 주요 선진국의 최신 교육과정 총론에 드러나 있는 다문화교육적 접근을 고찰해보고, 다문화교육 관점에서 우리나라 교육과정의 방향성을 제시하고자 하였다. 핀란드, 호주, 스웨덴, 싱가포르, 프랑스의 총 5개 선진국들의 교육과정 총론은 대부분 다문화교육이 추구하는 가치들을 근간으로하고 있었다. 즉, 교육과정의 방향성, 핵심가치와 역량, 성과지표 등에서 모든 종류의 다양성에 대한존중, 윤리적 이해와 대응, 반차별, 인권과 평등, 다문화사회 통합과 조화 등이 명시되어 있어 사회정의를 추구하는 다문화교육의 가치를 충실히 담고 있었다. 우리나라는 2007 개정 교육과정에 범교과학습주제로 다문화교육이 등장한 이래 2022 개정 교육과정 총론(시안) 비전에 ‘포용성’이라는 용어가등장하여 다문화교육 관점에서 다소 진일보하였으나, 시기적으로 다수자의 입장에서 이주배경 학생들대상의 지원적 접근이 될 가능성이 크다. 우리 사회의 다원화가 빠르게 증가하고 있는 시점에서, 위선진국들과 같이 다문화교육적 교육과정으로 발전하기 위해서는 모든 학생의 인권과 교육적 권리를인정하고 정의를 추구할 수 있도록 교육과정 설계 단계부터 다문화교육을 근간으로 밑그림을 그려나가야 할 것이다.
Abstract
This study analyzed multicultural education in the national curricula of certain advanced countries to suggest future directions for the Korean national curriculum. Multicultural education that focused on social justice was institutionalized in recent national curricula of five advanced countries, namely, Finland, Australia, Sweden, Singapore, and France. That is, the direction, core values, and objectives of those curricula included the values of multicultural education, including respect for all kinds of diversity, ethical understanding and response, anti-discrimination, human rights and equity, and social cohesion and harmony in a multicultural society. Following the introduction of multicultural education as one of the cross-curricular learning themes in the 2007 national curriculum of Korea, there seemed to be little development in multicultural education, partly due to use of the word “tolerance” in the 2022 vision of the national curriculum (provisional). However, there is low possibility that the 2022 curriculum will be a truly multicultural one, as it was not fundamentally designed based on multicultural education. As Korea is rapidly becoming a multicultural society, the time has come to design the framework of a national curriculum based on multicultural education that pursues social justice with respect to every student as well as their educational rights, following the advanced countries analyzed in this study, for better preparation for the future.
