Abstract

Furthermore, from the view of the co-relation betwendemocracy and economic development, which the laterincreases publics' demands and this consequently promotesdemocracy, it is meaningful to take a lok at Kazakhstan's rapideconomic development atributed by the incredible amount o f oilmoney. It should be stresed that he political dynamic in th eCentral Asian presidential system is betwen the"president(including political parties and parliament)" and theinvisible, albeit influential, "regional political power", notbetwen the "president" and the "pro-governmentalparliament". In the Central Asian politics, clans, regional elitesand economic magnates consisting of tribal unions and regio nalpolitical powers have controled the state leaders behind t hescenes. Therefore, the unique feature of maintaining balancebetwen the regional political power groups and the leadersdefines the Central Asian political behaviors of the subject inpower.
