기존의 아시아적 가치를 바라보는 서구의 시각은 아시아적 가치를 지나치게 일면적, 편향적 시각으로 비판함으로써 과도단순화의 오류에 빠진 것으로 보인다. 아시아적 가치를 예외없이 유교자본주의와의 관련 속에서 파악하려함으로써 그 과정에서 유교를 제외한 아시아의 다른 주요한 종교에서 나타나는 아시아적 가치에 대한 연구는 도외시되고 있는 실정이며 아시아적 가치라는 개념을 너무 쉽게 몇 마디 용어로 수렴시켜 단편적으로 이해함으로써 올바른 인식의 부재현상을 초래하고 있는 것이다. 따라서 아시아적 가치에 대한 합리적 평가와 논의는 그것이 국가엘리트에 의해 강조되게 된 배경을 역사, 정치, 경제, 사회, 문화 등 국내적 요인과 국제환경의 변화 등을 종합적으로 고려하는 다면적 시각으로 이루어지는 것이 바람직하다. 이러한 문제의식 하에 본 논문은 아시아적 가치 논란을 촉발시킨 당사자인 말레이시아 마하티르 총리의 예를 통하여 아시아적 가치가 권위주의를 호도하기 위한 단순한 정치적 수사로서가 아니라 제3세계 복합종족국가로서 말레이시아가 근원적으로 안고 있는 정치 불안과 경제적 낙후, 분열적 사회구조를 극복함으로써 정치안정과 경제발전, 사회통합을 이루기 위한 목적에서 추진된 고도의 국가동원 이데올로기였다는 사실을 확인할 수 있었다.
Abstract
Traditional western view of the Asian values have been excessively critical and biased so as to be fallen into the trap of over-simplification. The existing discourse and study over Asian values have been mostly conducted in the context of Confucian capitalism, and in that process few research has been done on the aspect of Asian values that appear in other major Asian religions. Unfortunately, with this fragmented understanding of Asian values the absence of proper recognition was inevitable. It is desirable that a reasonable assessment and debate of the Asian values should be done in consideration of internal variables such as religion, history, politics, economy, culture, etc on the one hand, and international environmental factors on the other. In this context, this paper tries to discuss the background, principles and objectives of Asian values propagated and implemented by Malaysia's fourth prime minister Mahathir Mohamad. This study argues that Mahathir's perspective of Asian values was based on Malaysian Islamic culture. Unlike many western critics' assertion which underestimated Mahathir's Asian values as a disguised form of authoritarian political rhetoric, this paper stresses that it was a considerate act of the leader's ideological mobilization to overcome Malaysia's divisive political structure, to achieve economic development and to promote social integrity of the nation.
