Abstract
The pilgrimage to the holy city of Mecca, known as Hajj, is one of the five obligatory duties for Muslims. In recent years, however, the perception of pilgrimage has shifted from practicing piety and seeking holiness and sanctity, to a tourism experience combining holiness with entertainment. This study focuses on the intersection of a 1,400-year-old tradition of Islamic pilgrimage and the contemporary trend of religious tourism pursued by Saudi Arabia’s national future strategy, known as Saudi Vision 2030. Saudi Vision 2030 positions tourism as one of its core strategies, emphasizing the economic aspects of the pilgrimage to the holy sites. Additionally, by implementing a quota system to limit the number of pilgrims as a diplomatic strategy, Saudi Arabia seeks to secure religious leadership in the Islamic world and enhance its political influence. This phenomenon highlights the convergence of religious, political, and economic dimensions in Islamic pilgrimage. This study aims to analyze the management policies of Saudi Arabia’s for the holy sites and its strategies to establish leadership in the Islamic world, while examining the debates surrounding the commercialization and politicization of Islamic holy sites.
