Abstract
This study analyzes Saudi Arabia’s attempt to join BRICS and its subsequent decision to withdraw final membership, interpreted through the analytic concept of role conception within the changing international order. Using Holsti’s theory of role conception as an analytical framework, this study highlights Crown Prince Muhammad bin Salman’s autonomous diplomatic strategy as a regional power in the Middle East. While reinforcing security cooperation with the United States, Saudi Arabia concurrently maintains partnerships with other major powers such as China and Russia. Saudi Arabia’s pursuit of BRICS membership can be seen as a strategy to expand its political influence in alignment with its role conception as a regional power seeking autonomy within its relationship with the United States. Additionally, the decision to defer BRICS membership reflects a strategic consideration of the role prescribed by the United States, especially in relation to American national interests in a shifting political order. In other words, Saudi Arabia’s withdrawal decision can be viewed as a response to the tension between the role the United States expects Saudi Arabia to fulfill and the role Saudi Arabia envisions for itself. Accordingly, this study sheds light on how role conception in Saudi Arabia’s foreign policy has significantly influenced its approach to BRICS membership, illuminating the nuanced balance between autonomy and strategic alignment within the changing dynamics of the international political order.
