기간제 교사의 신분 부정의와 도덕적 배제에 대한 내러티브 탐구

한국에서 교직은 철밥통으로 비유될 정도로 매우 안정된 직업이다. 그러나 학교에는 정년이 보장된 안정된 교사만 있는 것이 아니라, 고용이 불안정한 다양한 교사들이 뒤섞여 있다. 그중에서도 정규 교사의 휴직, 파견, 연수 등으로 결원이 발생했거나 특정 교과의 한시적 담당 등을 위해 임용된 기간제 교사가 대표적이다. 기간제 교사와 같이 고용이 불안정하여 생활이 불확실한 비정규직 노동자를 프레카리아트(precariat)라고 한다. 이 연구의 목적은 기간제 교사의 불확실한 삶과 정규 교사와의 신분 차이로 인한 부정의와 도덕적 배제 경험을 분석하는 것이었다. 이를 위해 중등학교 기간제 교사 13명을 대상으로 면접을 실시했다. 연구결과, 기간제 교사는 계약 기간에 따라 임용과 해고를 반복하는 불확실한 삶(precarious life)의 덫에 걸려 있었다. 기간제 교사는 매번 새로운 일자리를 찾아야 하는 상시적 고용불안 상태에 있었으며, 상대적으로 좋은 보수와 합격이 어려운 임용시험으로 인해 불안한 기간제 교사의 삶에서 벗어나지 못하였다. 그들은 불안정하고 불확실한 삶에서 벗어나기 위해 기업가처럼 행동했으며, 해고와 고용은 전적으로 개인의 책임이었다. 기간제 교사는 정규 교사와의 신분의 차이로 인해 정규 교사와 다른 이중 기준의 적용으로 인한 무시, 과도한 업무로 인한 착취, 이등 교사라는 부정적 시선과 같은 부정의와 도덕적 배제를 경험했다. 그들은 임용시험 실패자라는 이유로 정규 교사 중심의 질서에 저항하기보다는 순응하는 모습을 보였다. 기간제 교사의 고용불안을 해소하고 정규 교사와의 교육적 연대를 강화할 방안을 모색할 필요가 있다.
Abstract
The purpose of this study is to explore the experience of fixed-term secondary teachers on status injustice and moral exclusion. Fixed-term teachers are characterized by uncertainty, insecurity and precariousness of their work and life. The number of contract teachers is increasing, but the size of regular teachers is relatively stable. In Korea, teaching professions are being divided by the status, and teachers’ work and life is becoming increasingly precarious. A qualitative interview with 13 teachers was conducted to examine the experiences of fixed-term teachers on status injustice and moral exclusion. The results are as follows. First, fixed-term teachers were trapped in a precarious and uncertain life. Second, they experienced the exploitation and misrecognition due to double standard and excessive labor burden. They experienced that were treated as expendable and disposable teachers. They did not have representative agencies to claim their rights. They hoped to be recognized as valuable colleagues from regular teachers.
