연구목적: 블록체인에 대한 국내외적 관심이 고조되고 있다. 블록체인은 인공지능, 빅데이터, 클라우드, 사물인터넷 기술 등과 함께 4차산업혁명의 새로운 핵심기술로서 인식되고 있으며 인터넷의 한계인 신뢰문제를 완벽하게 극복하면서 안전하고 빠르게 정보를 관리하고 유통시킬 수 있는 가치거래시대를 열어갈 핵심기술로 떠오르고 있다. 블록체인 기술은 여타산업분야에서 활발하게 추진되고 있으나 해상운송분야나 항만분야 물류분야에서 시급하게 적용되어야 할 필요가 있다. 화물운송에는 선박회사, 송화주, 수화주, 화주, 포워더, 하역사, 철도회사, 트럭회사 등 수많은 당사자들이 참여하고 있고 화물의 인수도 과정에서 책임소재의 확인이 어렵고 해킹이나 데이터 조작의 우려가 매우 높다. 논문구성/논리: 우리나라의 국내업계 및 관계당국의 블록체인 기술도입 준비는 외국에 비하여 부진한 실정으로 평가되고 있다. 특히 국내 해운 항만물류분야에서의 블록체인기술을 적용한 비즈니스 생태계의 조성 및 조기활성화를 위해서는 로드맵구축 등 관련정부의 적극적인 지원이 있어야 한다. 특히 해양수산부의 항만운영정보시스템과 관세청의 국가관세 종합정보망 등에 존재하는 B2G전자문서 표준양식을 그대로 활용할 수 있는지에 대한 검토가 필요하다. 결과: 국내 해운 항만물류분야에서의 블록체인기술을 적용한 비즈니스 생태계의 조성 및 조기활성화를 위해서는 로드맵구축 등 관련정부의 적극적인 지원이 있어야 한다. 특히 해양수산부의 항만운영정보시스템과 관세청의 국가관세 종합정보망 등에 존재하는 B2G전자문서 표준양식을 그대로 활용할 수 있는지에 대한 검토가 필요하다. 독창성/가치: 본 연구에서는 해운, 항만, 물류 산업측면에서 블록체인의 도입을 위한 전략과 정책적 시사점을 제시하고자 한다. 이를 위하여 우선 블록체인 기술의 기능과 역할에 대하여 살펴보고, 블록체인기술의 국내외적 발전현황과 전망을 살펴보고, 이를 바탕으로 우리나라 해운, 항만, 물류업계에서 취해야 할 전략과 정책에 대하여 살펴보았다
Abstract
Purpose: The purpose of this paper is to enhance the competitiveness of Korean logistic industry by urging the government side to introduce the technology of the Blockchain into the logistics industry. Composition/Logic: In order to achieve above purpose this paper is composed of five chapters. Firstly, the function and role of the blockchain technology is surveyed by analyzing the effect of the blockchain technology in the industry especially financial industry. Next, by examining the trends of the utilizing the blockchain technology in global logistics market closely including Walmart, Maersk line, Zim line and advanced countries government, implications that the Korean government could introduce is induced. Findings: Even though It is a little bit late for logistics industry of Korea to introduce the blockchain technology comparing with advanced countries, it is urgent for Korean government to establish the national middle and long term plan in order to be developed as a strong logistics country in the world. Originality/Value: In the meantime there is few paper that deal with national policy direction of the introducing the blockchain technology in the Korean logistics industry. This paper indicate the policy direction of the Korean government to introduce the blockchain technology into the logistics industry to construct the logistics hub country in the world.
