연구목적: 본 논문은 보세운송에 대한 개념을 소개하고 우리나라 보세운송의 현황과 보세운송 관련 밀수 사례를 살펴보고 발전방안을 모색하는 것을 연구의 목적으로 한다. 논문구성/논리: 본 논문은 관세청과 관련 기관 등의 법규 및 각종 자료와 통계데이터를 바탕으로 수행되었다. 제1장에서는 서론으로 문제를 제기하고 제2장에서 보세운송의 개념과 선행연구를 분석한다. 제3장에서는 보세운송의 밀수사례를 통해 보세운송의 취약점을 살펴보고 제4장에서 보세운송제도의 발전방안을 모색한다. 제5장에서 본 논문의 결론을 내리는 것을 본 연구의 범위로 한정한다. 결과: 보세운송의 고도화를 위해서는 첫째, 보세운송업자에 대한 지속적인 교육이 필요하다. 둘째, 실효성이 있도록 행정제재를 강화해야 한다. 셋째, 밀수범 등 법규위반자에 대한 체계적인 관리가 필요하다. 마지막으로 실시간 위치추적 시스템 등을 활용하여 보세운송차량 관리에 힘써야 한다. 독창성/가치: 보세운송을 비롯한 보세제도에 대한 전반적인 연구는 거의 진행되고 있지 않다. 따라서 본 논문을 통해 보세운송제도에 대한 올바른 이해 정립과 밀수 등 범죄 발생의 삼소에 기여가 가능하다.
Abstract
Purpose: The purpose of this paper is introduces the concept of bonded transportation, examines the current state of bonded transportation in Korea and the cases of smuggling related to bonded transportation, and looks for development plans. Composition/Logic: This paper is based on the regulations and various data and statistical data of KCS and related organizations. Chapter 1 introduces the problem in the introduction, and Chapter 2 analyzes the concept and precedent study of bonded transport. Chapter 3 examines the vulnerability of bonded transport through cases of smuggling of bonded transport, and discusses the development of bonded transport system in Chapter 4. The conclusion of this paper in Chapter 5 is limited to the scope of this study. Findings: In order to improve the transportation of bonded goods, first, continuous education for bonded transport companies is necessary. Second, administrative sanctions should be strengthened to ensure their effectiveness. Third, systematic management of violators, such as smugglers, is necessary. Finally, we need to utilize the real-time location tracking system to manage bonded transport vehicles. Originality/Value: There is little overall research on bonded systems, including bonded transport. Therefore, this paper is expected to reduce the incidence of crime such as smuggling and correct understanding of bonded transportation system.
