팔당 상수원의 수질보호 때문에 규제받는 주민들의 피해를 줄여주는 차원에서 정부는 주민들에게 물질적 지원을 하는 주민지원사업을 해왔다 . 그런데 주민지원사업이 시작된 이래 지난 4년 동안 주민들의 불만은 끊이지 않았다 . 이런 상태에서 주요 논란 중의 하나는 주민 1인당 직접지원사업비의 적정 수준이 어느 정도인가였다. 본고는 조건부 가치추정법 에 입각한 여러 가지 모형을 적용하여 팔당 상수원관리지역 주민들이 선호하는 주민 1인당 연간 직접지원사업비의 합리적인 수준을 추정하였다. 그 결과는 평균치로 볼 때 주민 1인당 연간 469만원 정도였으며 중앙치로 보더라도 313만원에 해당하였다. 이는 주민들의 다소 과장된 요구가 있음을 감안하더라도 실제 지원되는 수준인 연간 약 73만원 보다 월등히 크다는 것과 주민 불만이 그 나름대로 합리적 근거가 있음을 말해준다.

Abstract

The area around lake Paldang has been regulated for protecting the municipal water source. For calming down the residents’ complaints, the government has been operating the Paldang resident assistance system in terms of financial payment to residents’ necessities purchase, house repair, etc. This paper examines how much is proper in terms of compensation for the regulated resident by using CVM. The result says the estimated WTA (4,690 thousand Won) is about six times the real given level (731 thousand Won) in terms of per annum per capita payment.
