영국 중소기업 지원정책체제에 관한 고찰

세계시장에서의 기업경쟁력이 국가경쟁력의 핵심적인 부분을 구성하고 있는 오늘날에 있어 창의성과 기업가 정신의 중요성이 그 어느 때 보다도 강조되고 있다. 이러한 시대적 상황은 각국 정부로 하여금 새로운 아이디어와 열정을 지닌 중소기업에 대한 지원을 강화하도록 하고 있으며, 이는 우리나라에 있어서도 마찬가지라 하겠다. 그러나, 어떤 지원체제를 갖추는 것이 중소기업이 필요로 하는 서비스를 가장 잘 제공할 수 있을지에 대해서는 이견이 존재한다. 이 소고는 지난 수년간에 걸쳐 중소기업지원 정책체제의 변화를 모색하고 있는 영국의 사례를 소개함으로써 최근 들어 국내 전문가들 사이에서 제기되고 있는 우리나라 중소기업지원 정책체제 관련 논쟁에 기여할 수 있는 참고자료를 제시하고, 영국의 사례가 우리에게 주는 정책적 함의를 검토하는데 그 목적이 있다. 영국 사례의 시사점은 중앙정부 차원에서 중소기업의 입장을 대변할 창구를 단일화하고 이 기관의 역량을 강화하여야 한다는 점과, 지방수준에서 서비스제공 통로를 정비하려는 노력을 기울이되 이를 단순히 이념적인 입장이나 자의적인 판단에 근거해서 추진하는 것을 지양하고 충실한 조사와 연구에 근거해서 진행해야 한다는 것으로 요약될 수 있다.
Abstract
Small and medium-sized businesses(SMBs) with entrepreneurs and creative ideas are these days becoming an essential element of economic development. Thus, the governments of the major countries in the world economy are strengthening support for their SMBs, and the Korean government is not an exception. However, there exist some conflicts of ideas among the Korean experts concerning the best institutional arrangements for supporting the Korean SMBs. This paper aims to contribute to this argument by suggesting the U.K.'s experience which shows considerable signs of success through its support system changed recently. The lessons we can draw from the U.K.'s experience are as follows. First, the institution championing SMBs at the central government level should be unified to a single but strong and effective organization. Second, the various channels supporting SMBs at the regional levels should be simplified and rearranged for a more effective way. Third, all the functional and structural reforms should be done not on an ideological basis but on an scientific basis.
