정부출연연구기관의 기관평가지표체계의 성찰: BSC모형을 중심으로 한 탐색적 시도

이공계 정부출연연구기관들이 종합연구소를 지향하면서 다목적 다기능 다임무 연구기관화 하고 있는 현실을 감안할 때 이들 연구기관들을 대상으로 하는 외부적으로 부과되는 획일적인 BSC모형에 따른 평가는 기관내부의 다양성을 반영하지 못할 수 있다. 이공계 정부출연연구기관 내부의 다양성을 고려할 때 연구자를 중심으로 이들이 인식하는 소속기관의 공식적 연구임무를 중심으로 Kaplan & Norton의 4개 시각을 재분류하여 군집화해 보았을 때, 연구자들의 소속기관과 연구를 통해 재구성된 군집간에는 일관성이 전혀 발견되지 않고 있다. 본 연구는 이러한 기관의 공식적 연구임무와 실질적인 연구활동 간의 비일관성을 토대로 이공계정부출연연구기관의 평가모형의 구성을 위한 정책적 시사점을 제시한다.
Abstract
Given the internal diversity of multi-purpose and multi-function government research institutes(GRIs), the authors questions adequacy of externally imposed, 'broad brush' approach to applying BSC methods. They have rather adopted a researcher-centered approach to modelling an institutional evaluation of GRIs in connection with the BSC method. Based upon the survey responses by 75 principal researchers, they re-classified the responses into four clusters of perceived official research missions, thereby coming up with another four perspective, but with the same name, than what Kaplan and Norton depicted. With some methodological limitations of their analysis, findings suggest that official institutional affiliation does not count the clusters of perspectives researchers are classified. This is partly so because there might be discrepancies between/among official research missions, actual nature of research activities, and research products, even within a GRI. Finally policy implications are discussed.
