효율적 재난대응을 위한 재난현장지휘체계의 개선방안 : 한국과 미국의 비교론적 관점

효율적 재난대응을 위해서는 필요한 인력과 장비의 보강, 교육·훈련 등 전문성 제고, 민간과의 협력체계 구축 등의 노력도 꾸준히 추진되어 나아가야 되겠지만, 이 보다 더 중요한 것은 재난현장에 동원된 인력과 자원을 가장 효과적으로 재난수습에 투입할 수 있도록 하는 현장지휘체계의 수립이다. 본 연구는 재난발생시 재난현장에서의 현장지휘체계의 문제점을 도출하고 그 개선방안을 모색하고자 하는 것이다. 연구목적을 달성하기 위하여 먼저, 우리가 그 기본 모델로 채택하고 있는 미국의 사고현장지휘체계(ICS)를 비교분석을 하였다. 분석결과, 재난현장지휘체계가 제대로 작동되지 않는 데에는, 긴급구조통제단과 재난안전대책본부와의 관계설정 및 임무경계의 불명확, 조직구조의 상이, 의사결정권자 지정의 애매함, 그리고 재난안전대책본부의 자원관리 및 지원기능의 미흡 등이 문제점으로 도출되었고, 그 개선방안도 함께 제시하였다.
Abstract
The field disaster command system is firstly established for effective response of disasters. First, it promotes a coordinated response to emergencies with appropriate resources by providing a central point of communication, command, and control. Labor, facilities, equipment, and communication are among the myriad issues they must consider to mitigate and control such disasters. Second, Incident Command Systems allow agencies to handle emergencies quickly and confidently. Since the mid-1990s, Korea have been some efforts to improve those problems which we have shown in dealing with disasters. This study will discuss mainly the Incident Command System and analyze the structure and operation of ICS in details. After that, we will compare with the incident command model of Korea and we will propose the improvement of ICS of Korea.
