Abstract
This paper categorizes the evolution of social responsibility within public institutions leading to the adoption of ESG into four distinct stages: initiation, diffusion, maturity, and chaos. Taking a neo-institutional perspective, this work scrutinizes the institutional context and determinants of these changes at each stage. The findings reveal that, first, ESG emerges through a gradual and continuous institutionalization process that is typically free of radical and discontinuous shifts. Despite variations in the terminology used, such as CSR, sustainability, social value, and ESG, a fundamental path dependence can be seen to persist with no substantive alterations in the relevant outcomes. Secondly, each stage exhibits punctuated changes that are influenced by macro-environmental shifts and evolving national policy objectives. Thirdly, these punctuated changes contribute to the formulation of global voluntary regulations, thus prompting Korean governments to align with international trends through a combination of coercive and imitative isomorphism, which is manifested in the creation of mandatory regulations.
