현대 중국의 지역 구분과 국가전략 - 환발해의 탄생과 소멸을 중심으로

Regional Specialization and National Strategy in Contemporary China: Focusing on the Birth and Extinction of Bohai Rim Zone

초록

개혁･개방과 함께 중국은 지역 전략을 균형 발전 전략에서 불균형 발전 전략으로 전환했다. 또한 중앙의 재정과 자원이 부족했기 때문에 지방의 자율성을 용인할 수밖에 없었다. 환발해는 이러한 조건에서 도시들의 자율적인 수평적 네트워크로 탄생했다. 환발해는 1990년대 개혁의 심화와 함께 공인된 구역경제가 될 수 있었다. 그러나 1990년대 후반부터 중국은 다시 균형발전을 강조하며, 재집중화를 시작했다. 환발해 지역은 경제적 위상이 축소되었을 뿐만 아니라, 재집중화로 구성 단위인 도시의 자율성이 축소됨으로써 협력의 기반이 약화되었다. 더구나 지역 내부의 연계가 불분명하다는 구조적 문제를 극복하지 못해 점차 징진지에 뒤처지기 시작했다. 시진핑의 집권으로 권력이 집중되고 재집중화가 심화되었다. 이는 구역 전략에도 반영되어 구역들은 시진핑의 업적을 뒷받침하는 대표 정책을 중심으로 서열화되었다. 징진지를 시작으로 주강삼각주, 웨이강아오, 슝안신구 등이 주요한 지역 구분으로 부상하면서 균형발전 전략도 약화되고 있다. 미국과 중국의 대립이 격화되는 상황에서 지리적으로 동북아를 대외협력의 대상으로 상정하는 환발해는 전략적으로도 가치가 떨어진다. 자신과 중첩되는 징진지가 시진핑의 대표 정책으로 부상하고 전략적 가치도 감소하면서 환발해의 소멸은 가속화될 수밖에 없다. 이러한 구역 개념과 정책의 변화는 중국의 지역 구분이 국가전략과 정세에 따라 변동될 수밖에 없다는 점을 잘 보여준다. 특히 동북아와 밀접한 관련을 가졌던 환발해의 쇠퇴는 중국에 대한 전략 수립에서 중국의 지역 구분에 대한 관심을 요청한다.

Abstract

Along with reform and opening up, China had shifted its regional strategy from a balanced development strategy to an unbalanced development strategy. In addition, it also tolerated the autonomy of local governments because the central government lacked finances and resources. Bohai Rim zone was created as an autonomous horizontal network of cities under these conditions. With the deepening of reform in the 1990s, Bohai Rim zone was able to become officially certified as a regional economic zone. However, from the late 1990s, China again emphasized balanced development and began re-centralization. Bohai Rim’s economic status was gradually reduced, and the autonomy of the prefecture level cities, which are main constituent units, was reduced due to re-centralization. As a result, the basis for cooperation has been weakened. Moreover, it began to lag behind Jing-Jin-Ji(Beijing-Tianjin-Hebei) because it could not overcome the structural problem that the connection within the region was unclear. Since Xi Jinping's inauguration, power has been concentrated and the re-centralization has intensified. This was also reflected in the regional strategy, and the regions were ranked around Xi's signature initiatives. Starting with Jing-Jin-Ji, Peral River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Xiong'an New Area have emerged as major regions, and balanced development strategies are also weakening. In addition, in the face of intensifying confrontation between the U.S. and China, Bohai Rim region that geographically target Northeast Asia for external cooperation are strategically less valuable. As Jing-Jin-Ji emerges as Xi Jinping's signature initiative and strategic value decreases, the disappearance of Bohai Rim zone is bound to accelerate.
