문화도시의 개념과 문화도시화를 위한 서울시 전략의 반성적 고찰

Abstract

This paper reviews cultural city policy of Seoul using certain concepts such as culture and cultural city. The Seoul City Government has implemented various cultural policies since the first time a mayor was elected by popular vote. The earlier policies focused on making people-oriented city and preserving history of Seoul. As time passes, the focus of the policies has moved to developing cultural contents of Seoul and eventually, changing the basis of city development by making use of these contents. Recently cultural city policies are evolving and local cultural communities are playing crucial role in this process. The evolution toward local community means the agenda of cultural policies becomes the concern of local citizens. However, due to immature civil society – as we can notice from the low level of local autonomy - it is still early to talk about maul. This is why many people express worry rather than expectation. Hence the Seoul City Government’s cultural policies should concentrate on creating a local citizen’s network each community and thereby creating an environment in which citizens voluntarily participate in local community’s cultural activities. A cultural city refers to a city whose social environment can facilitate the development of local culture. If Seoul aims to become a cultural city, the municipal government should exert its effort on forming social environment in which a local citizen creates a variety of cultures in his or her sphere of life. It is desirable for the Seoul City Government to focus on creating the environment indirectly rather than providing support directly. In addition, it is important to build a system in which professional art sector and community art sector can develop while positively affecting each other. In short, this paper argues that the local community policy can succeed only when new kinds of system and network are established.
