녹색인증제도가 기업경영성과에 미치는 영향에 대한 실증분석

본 논문은 정부에서 실시하는 특정 목적을 가진 친환경 인증제도가 기업의 성과에 미치는 영향에 관한 연구이다. 2000년대 이후 중요성이 커지는 환경 분야 인증제도 중 녹색인증에 대해 자세히 살펴보고, 녹색인증을 획득한 기업이 매출, 수출, 고용, 환경오염물질 배출감소 등에 있어 의미있는 변화를 보였는지를 실증분석하는 것이 주목적이다. 기업의 전체 사업성과에 미치는 효과와 기업의 개별 성과지표에 미치는 영향을 나누어 분석·검증하였다. 녹색인증을 획득한 처리 집단과 인증을 보유하지 못한 대조 집단 간의 총매출과 수출액을 이중차분법(Difference in Differences)을 이용하여 실증분석하고, 나아가 녹색인증을 받은 기업이 매출, 수출, 고용, 환경(에너지 절감, CO2 저감) 등에 있어서 성과에 차이가 발생하는지를 검정하였다. 분석결과는 녹색인증을 확보한 기업의 총매출이 녹색인증을 확보하지 못한 기업의 총매출보다 의미있게 향상된 것으로 나타났다. 또한 녹색인증을 받은 경우 해당 기업이 정부의 지원사업에 참여하여 금전적 혜택을 받는 것으로 나타났으며, 녹색인증은 해당기업의 매출 증가, 에너지 절감 및 CO2 저감에도 긍정적인 영향을 주는 것으로 나타나 기업의 성장과 정부가 의도한 환경의 보호 측면에서 녹색인증 제도는 효과가 있는 것으로 나타났다.
Abstract
This paper studies the characteristics of several systems of certification implemented in Korea for the purpose of specific environmental improvements. In particular, the main objectives of this study focus on the investigation of the system of Green Certification(GC) started since 2010 using the empirical analysis on the performances by the firms in the system compared to those out of the system. Our approach is two-fold. One is about the aggregate performance by the certified firms relative to the rest, and another tries to test the individual impact of the Certification to the specific performance variables of certified firms. The first analysis using DID (Difference in Differences) estimation indicates that the GC gives a positive improvement the certified firms significantly. The second analysis implies that the GC has helped the sale, energy-saving, and reduction of CO2 emission of the certified firms as well as the monetary incentives endowed by the public sector through procurement. It is deduced that the system of GC has achieved the policy goals originally intended from the environmental and industrial perspectives in spite of a certain of criticism.
