친환경적 마을정비를 위한 지속가능성 지표 개발

본 연구에서는 농촌마을수준의 지속가능성 지표의 개발을 기본목적으로, 농촌마을 지속가능성을 정의하고 목표를 설정하였으며, 이를 바탕으로 기존의 사례로부터 생활환경, 생산환경, 자연환경에 관한 농촌마을 지속가능성 지표를 도출하고 정리제시하였다. 또한, 지표의 실제 농촌마을에서의 적용가능성을 검토하기 위하여 한일 농촌마을을 사례로 적용가능성을 검토하였다. 연구결과, 한일 2개 마을 모두 자연환경에 있어 가장 높은 지속가능성을 보였으나, 2개 사례지역 모두 인구증감율과 65세 이상 인구비율에서 매우 낮은 지속가능성을 보였다. 결론적으로 본 연구에서 선정한 지속가능성 지표가 사례지역의 지속가능성을 적절히 평가하는 것으로 판단되어진다. 따라서 향후 지속적인 연구를 통하여 농촌마을수준에서 지속가능성을 평가할 수 있는 보다 정확하고 대표적인 지표의 선정 및 개발이 필요하며, 다양한 적용평가연구를 통해 모든 농촌마을에 적용가능한 범용적인 지속가능성 지표 및 평가체계의 개발이 필요할 것으로 사료된다.
Abstract
As the concept of ‘Sustainable Development’ in recent years has become important in the development policy decision, there have been various trials to develop the indicators for measuring sustainability with various perspectives. However, it is hard to find yet the case and the research carried out at the rural village level. In this context, this study was performed as follows which are also a fundamental study to develop the sustainability indicators for rural village: the first, the definition and the objective of rural village sustainability are established base on the current issues and the directions of sustainable development at the human settlement and the village level, the second, the existing sustainability indicators classified into living environment, production environment and natural environment, and the third, the case study was performed on two rural villages of Korea and Japan.
