학교선택제에 대한 초ㆍ중등학교 교원들의 배경변인에 따른 인식 차이

학교선택제는 최근 들어 교육정책의 주요 쟁점으로 부각되고 있다. 학교선택에 대해 찬성하는 사람들과 반대하는 사람들이 각자의 논리를 내세워 대립하고 있고, 학교선택제에 대한 국내외의 많은 연구들이 수행되어 왔다. 국내외의 학교선택에 대한 연구결과 또한 그 효과의 유무와 관련하여 주장이 팽팽히 맞서고 있다. 이러한 상황에서 학교선택에 관한 연구는 다각적으로 수행될 필요성이 있다. 이에, 본 연구에서는 초ㆍ중등학교 교원들을 대상으로 설문조사 방법을 사용하여 학교선택제의 현안에 대해 종합적으로 어떻게 인식하고 있는가를 분석하고 시사점을 얻고자 하였다. 주요 연구결과로서, 학교선택제의 찬반, 학교선택제의 선택 기준, 학교선택제의 결과 예측, 학교선택제의 효과 여부, 학교선택제의 유리한 또는 불리한 학생에 대한 인식 등에서 초ㆍ중등교원들은 성별, 연령별, 직위별, 소속단체별, 학교급별에 따라 유의한 차이가 있는 것으로 나타났다. 특히, 학교선택제로 인해 나타날 사회계층 간의 불평등 문제와 학교서열화의 문제를 가장 우려하는 것으로 나타났다.
Abstract
School choice policy is the key issue of education these days. The government of President Lee Myeong Bak pushes ahead with a school choice policy. Some people agree with the school choice policy, but others disagree. The supporters of school choice policy insist that this new policy provides diversity of schooling, but the people opposing the policy insist that this new policy worsens inequality of schooling as it could cause an educational dispute. The purpose of this study was to investigate elementary and secondary teachers’ recognition about school choice. Quantitative research method was used in this study and questionnaire(736 teachers, 6 questions) was also developed by author. Findings indicate as follows. First, the ratio of agreement with school choice policy was higher as teachers’ age increases. Many permanent teachers and contract-based teachers opposed school choice policy, but many principals and vice-principals agreed with the school choice policy. The main reason for the opposition of this new policy was the excessive competition among students and the problem of a total education system. Secondly, many teachers predict that if the school choice policy is implemented, excessive competition among schools will be a cause for concern, but many principals and vice-principals also predict that the satisfaction of students’ schooling for diversity will be improved. Thirdly, many teachers recognize that the school choice policy will not improve students’ achievement and satisfaction. Fourthly, many teachers also recognize that the school choice policy will be advantageous to the students who have high Social Economic Status (SES), but the school choice policy will be at a disadvantage to students who have low SES. They recognize that the main problem of the school choice policy is the insufficient consideration to those students who have low SES.
