CVM을 이용한 MZ세대의 환경보전 세금 지불의사에 관한 연구－흑산도를 중심으로－

오늘날 전세계는 환경오염과 기후변화를 겪으면서 환경보전을 위한 정책의 필요성이 강조되고 있다. 특히, 한정된 공간과 자원을 보유한 ‘섬’은 외부요인에 의한 변화에 취약하므로 환경적 지속성을 위한 선제 대응 마련이 필요하다. 해외 섬의 경우 방문객을 대상으로 ‘환경세’, ‘환경관리부담금’ 형태의 세금을 징수하고 이를 활용하여 환경보전을 위해 사용하고 있다. 반면, 국내에서는 제주도와 울릉도를 대상으로 섬 환경보전을 위한 세금 적용이 논의되고 있다. 한편, 우리나라 미래세대로 통칭되는 MZ세대는 환경 이슈를 경험하며 성장해온 배경으로 다른 세대보다 환경에 관한 관심이 높고 친환경 행동에 의지가 있다. 특히 이들은 소비에 있어 ‘가치’에 주안점을 두는 성향을 보이며 정책적 수용에도 유사한 가치관을 따르고 있다. 따라서 본 연구는 국토의 최서남단에 있는 섬이자 2026년 흑산공항 개항을 계획하고 있는 신안군 흑산도를 중심으로 가상가치평가법(CVM)을 적용하여 환경보전의 가치를 추정하고자 한다. 연구대상을 우리나라 미래세대인 MZ세대로 하고 환경보전을 위한 세금 지불의사금액(WTP)을 도출하여 흑산도 환경보전의 가치를 객관화하여 제시한다. 분석 결과, MZ세대의 흑산도 환경보전을 위한 WTP는 7,572원으로 나타났다. 이를 흑산도 연간 방문객 수(약 200,000명)에 적용하면 15억 원의 경제적 가치를 보유한 것을 알 수 있다. 향후 흑산공항 조성을 통한 방문객 증가가 예상되는 상황에서 섬의 환경오염과 수용력을 고려한 대안 마련이 필요한 상황이다. 더욱이 지방정부의 낮은 재정자립도를 고려했을 때, 환경보전을 위한 새로운 환경정책의 도입을 고려할 필요가 있다.
Abstract
In today’s world, as the entire globe experiences environmental pollution and climate change, the need for policies to preserve the environment is emphasized. Especially, ‘islands’ with limited space and resources are vulnerable to changes caused by external factors, making it essential to establish proactive measures for environmental sustainability. Overseas islands, for example, impose taxes in the form of ‘environmental fees’ or ‘environmental management burden fees’ on visitors and utilize them for environmental conservation. Meanwhile, in Korea, discussions are underway regarding the application of taxes for island environmental conservation, specifically targeting Jeju Island and Ulleung Island. On the other hand, the so-called MZ generation, representing the future generation in our country, has a higher interest in and reliance on environmental issues, having grown up experiencing them. They particularly emphasize ‘values’ in consumption and share similar values in policy acceptance. Therefore, this study aims to estimate the value of environmental conservation, applying the Contingent Valuation Method (CVM) with a focus on Heuksan Island, located at the southwestern tip of the country and planning to open Heuksan Airport in 2026. The research targets the MZ generation in Korea, deriving the Willingness To Pay (WTP) for taxes for environmental conservation, objectifying the value of environmental conservation on Heuksan Island. The analysis results indicate that the WTP for environmental conservation on Heuksan Island among the MZ generation is 7,572 Korean Won. Applying this to the annual number of visitors to Heuksan Island (approximately 200,000 people), we can recognize an economic value of 1.5 billion Won. In a situation where an increase in visitors is anticipated through the development of Heuksan Airport, alternative measures considering the island’s environmental pollution and capacity are necessary. Moreover, considering the low fiscal self-sufficiency of local governments, there is a need to consider the introduction of new environmental policies for conservation
