Abstract

The study aims at drawing issues to be addressed in order to secure the effectiveness of the territorial planning. The following five items suggested as solutions to the loss of effectiveness of the territorial planning. Firstly, it is necessary to have a philosophical and human-geographical approach rather than physical when designing territorial planning. Secondly, in order to regain its authority as the uppermost plan for land use, development and conservation of the territory, it has to establish the complementary relationship with the environmental planning. Third, in order to strengthen the linkage between superior and subordinate plans, various tools have to be explored that enable the superior plans to be implemented in the subordinate plans. Fourth, in order for the planning to consider the regional characteristics, it has to be made to go through the bottom-up planning process. Fifth, the planning has to be promoted in the way in which the environmental performance of the territorial planning can be enhanced. For this, the territorial planning and environment policies have to be promoted within one single framework.
