환경계획의 실효성 제고를 위한 정책방향

Abstract

Uncertainty and complexity concerning environmental problems require a systematic approach to solve them. The Korean government has established and implemented various environmental plans to address her serious environmental problems since the late 1980s. But various critical voices have been raised about the effectiveness of the environmental plans, especially in encouraging the environmentally sound land development which is the precondition of sustainable development. This paper identifies several factors that have diminished the effectiveness of environmental planning in Korea. Among them, the following two points are typical. Firstly, there have been unclear relationships between various environmental plans, from national to regional plans as well as from comprehensive to sectoral plans, which have prevented the coherent implementation of them. Secondly, almost all of environmental plans have adopted a program-oriented approach. But an environmental plan that only lists programs to be done without containing spatial dimensions can't effectively control the land development of a region or a country that are inevitable for the sustainable development. Based on the detailed analysis of environmental planning practises in Korea, this study makes various policy suggestions classified broadly 4 categories to enhance the effectiveness of the environmental plans: (1) creating a more coherent system of environmental plans, (2)making a viable linkage of environmental and land-use plans through spatial environmental plans, (3)institutionalizing the collaborative planning process, (4)surveying and using the land development and environmental informations together.
