영국의 시각장애아 통합교육서비스 전달체계에 관한 탐색적 고찰

이 연구는 시각장애아 통합교육이 비교적 성공적으로 이루어지고 있는 영국의 시각장애아 통합교육서비스 전달체계를 살펴봄으로써 우리나라 실정에 적합한 서비스 전달모형을 발전시키는데 있다. 연구결과, 영국은 통합교육을 위해 지방교육당국의 시각장애아 순회교육서비스에 의해 주로 제공하되 부분적으로 일반학교에 시각장애 교육지원실을 설치･운영하고 있었고, 여기에 시각장애아 교사, 보행전문가 등의 유자격 시각장애 교육전문가를 배치하고 있었다. 그리고 지역규모, 시각장애아 인구 등의 지역 여건에 따라 각 지방교육당국의 시각장애아 순회교육서비스 전달모형에 차이가 있었다. 영국에 비추어 볼 때 우리나라는 시각장애아의 통합교육 확대를 위해 시각장애아 인구밀도가 높은 광역시와 주요 중소도시 중심으로 개별지역 단위 서비스 전달모형을, 시각장애아 인구밀도가 낮은 중소도시와 군 이하 지역에는 광역지역 단위(인접지역 간 컨소시엄) 서비스 전달모형을 채택하는 것이 바람직하며, 특히 중증 시각장애아의 통합교육을 위해 시각장애특수학교가 없는 대도시 지역의 일반학교에 학교급별로 시각장애 교육지원실을 시범 설치하는 것을 검토할 필요가 있다. 그리고 서비스의 질 담보를 위해 시각장애 순회교사, 보행전문가, 시각장애 특수교육보조원 등을 양성하기 위한 현직연수나 단기연수를 마련해야 할 것이다.
Abstract
This paper aims at discussing the some implications helpful the development of our Inclusive education delivery system, by reviewing to the British visual impairment service delivery system for inclusive education. In the United Kingdom, peripatetic teaching services for visual impairment children were developed in the mid 1960s. Now 80 percent of VI children without additional disabilities are in local mainstream school. The British local education authoritis are operating two inlcusive education delivery models for VI children. First, most local authorities manage their VI service within a broader service organization, that is, the generic service, or the sensory service, or the separate VI service and so. Second, some local authorities have mainstream schools additionally resourced for VI children. these models are selected according to the local conditions, including the geographical size, the total population and the number of VI chilren. They provide a wide range of services for VI children, such as counseling, peripatetic teaching, orientation and mobility training, braille material production, assistive technology. This paper concludes with an emphasis on the need to provide a peripatetic service for VI children in our local special education support centers and institute resource rooms for VI children in general schools.
