특수교육현장에서의 교육용 보조공학지원 서비스 활성화를 위한 체계 구축 방안 연구: 전문가 포커스 그룹 인터뷰를 중심으로

본 연구는 특수교육현장에서의 교육용 보조공학지원 서비스 활성화를 위한 지원 체계를 구축하기 위해 그동안 제시된 다양한 지원체계와 이를 보완하기 위한 새로운 지원방안을 제시하고자 한다. 연구 목적을 달성하기 위해 특수교육 전문가, 보조공학 전문가 14명을 대상으로 포커스 그룹 인터뷰(FGI)를 실시하였으며, 면담 내용은 보조공학지원 서비스의 해결과제와 활성방안으로 범주화 되었다. 연구결과는 다음 내용과 같다. 첫째, 특수교육 현장에 나타난 교육용 보조공학기기 지원 서비스의 문제점은 수요자의 요구와 보조공학기기 공급의 불균형, 보조공학기기 지원 예산 부족, 보조공학기기의 보관 및 폐기의 어려움, 보조공학지원 혜택의 편중 및 중복 수혜, 특수교육 현장에 나타나는 보조공학서비스 전문성 부족 등으로 도출되었다. 둘째, 특수교육 현장에서의 교육용 보조공학지원 서비스의 활성화 방안으로 여러 가지 지원 체계가 도출되었다. 특수교육지원센터와 유관 기관의 협력 체계 모델 제시, 보조공학지원 관련 전부처의 통합지원 시스템 구축, 보조공학지원 서비스를 위한 거점센터 설립, 법적 제도적 체계의 재정비, 특수교육 현장의 보조공학 전문 인력 배치 및 전문성 확보, 등의 방안이 제시되었다. 결론적으로 특수교육현장에서의 보조공학지원 서비스 활성화를 위한 국가적 차원에서의 통합지원 시스템 및 보조공학 전문성이 확보된 관련 기관 협력 체계 구축이 마련되어야 할 것이다.
Abstract
The purpose of this study is to present various support systems presented so far and new support measures to supplement them in order to establish a support system for activation of educational assistive technology support services at special education fields. To achieve the purpose of the study, a focus group interview(FGI) was conducted on 14 special education experts and assistive technology professionals and the interview content was categorized into the tasks of the assistive technology support service and the active method. Results: First, the problems of educational assistive technology support services at the special education fields were derived from the imbalance between the needs of the needs of students with disabilities and the supply of assistive technology devices, the lack of budget for supporting assistive technology devices, the difficulty of storing and disposing of devices, the bias and overlapping benefits of assistive technology support, and the lack of professionalism in assistive technology services. Second, the support system for the activation of educational assistive technology support services at special education fields was proposed by establishing a cooperative system between special education support center and assistive technology support services related agencies, establishment of integrated support system for all technology support services related agencies, reorganization of legal and institutional, establishment of a hub center for educational assistive technology support services at special education fields, deploying assistive technology professionals at special education fields and securing the professionalism in assistive technology services. Conclusion: In order to activate educational assistive technology support at special educational fields, integrated assistive technology support system of a national-level and assistive technology support-related institutional cooperative system will have to be established to support the special education support center.
