기업의 하도급 분류에 따른 기술개발(R&D)역량 비교 연구

본 연구에서는 기술 양극화 연구배경에 기반하여 우리나라 기업의 하도급 분류(원청, 하청, 원·하청혼합, 독립기업)에 따른 기술개발역량 차이를 분석하였다. 산업 특성과 기업규모를 통제하여 하도급 분류와 기술개발역량 차이를 분석하였고 산업특성·기업규모에 따른 역량 차이도 세분화하여 살펴보았다. 본 연구는 HCCP(인적자원개발기업패널)자료를 통한 ANOVA분석을 주로 사용하였다. 분석결과, 하청기업에 비해 타 유형 기업의 기술개발 역량은 전반적으로 높았고, 서비스업 일부 기술개발역량(기술개발조직, 재무투자, 상품화)에서는 하청기업에서 기술개발역량이 존재하지 않는 경우도 있었다. 이는 하도급의 분류에 따른 기술 격차가 뚜렷하다는 것을 보여주는 결과이다. 제조업에 비해 서비스업의 하청기업 기술개발 역량저조현상은 더 심하였고, 중소기업이 중견·대기업에 비해 하청기업의 기술개발역량 저조가 뚜렷했다. 하도급 분류에 따라 가장 유의미한 차이를 보인 기술개발역량 변수는 지식·학습의 활용범위와 규칙성이었는데 지속적인 학습과 경험 축적이 제한받고 있다는 것은 장기적인 차원에서 기술개발역량 강화에 부정적 영향을 미칠 것으로 예상된다. 이에 따른 정책 함의를 제시하였다.
Abstract
In this study we analyzed R&D capability gap of subcontract firms, contracting firms, joint contract firms based on technological gap theory. We analyzed R&D capability gap by controling characteristic of industry and scale of firms. We obtained Human capital corporate panel data and analyzed by Analysis of variance. In result, except subcontract firms have strong R&D capability. Some service industry firms have no R&D capability. We found clear gap of R&D capability between subcontract firms, contracting firms, joint contract firms.
