본 연구의 목적은 청년들의 평균학력 상승과 기업부문의 양극화라는 두 가지 요인에 초점을 맞추어 청년실업 문제를 분석하는 것이다. 대졸자의 증가는 노동시장에서 양 질의 일자리를 구하는 동질적인 노동자들이 많아짐을 의미하며, 기업부문의 양극화 는 양질의 일자리와 그렇지 않은 일자리의 격차가 확대됨을 의미한다. 본 연구는 간 단한 탐색 이론과 효율성임금 이론에 기초하여 이러한 요인들이 이론적으로 청년실 업률을 높일 수 있음을 보인다. 또한 본 연구의 실증분석에서는 OECD 국가들의 패 널자료를 이용하여 실제로 대학 등록률과 양극화의 지표들(대기업-중소기업 임금 격 차, 대기업-중소기업 1인당 매출액 격차, 중소기업-대기업 취업자 비율 차이)은 모두 청년실업률에 대하여 유의한 양의 효과를 가지는지를 살펴본다. 아울러 대학 등록률 과 양극화 지표들 사이의 상관관계에 대해서도 논의한다. 본 연구의 결과는 평균학력 의 상승에 따른 노동자들의 동질화가 청년실업의 중요한 요인일 수 있음을 시사한다.
Abstract
This paper examines the determinants of youth unemployment among OECD countries, with a focus on education inflation and bipolarization of jobs. Education inflation means that there is an increasing supply of homogenous, educated workers looking for high-quality jobs, while job polarization means that the gap between high-quality and low-quality jobs is widening. The theoretical model of this paper, based on the job search theory and the efficiency-wage theory, shows that education inflation and job polarization together can generate high unemployment among young people. Consistent with the theory, our empirical analysis indicates that the tertiary enrollment rate and the gap between large firms and SMEs each has a significantly positive effect on the youth unemployment rate. Also, the tertiary enrollment rate turns out to be positively correlated with various measures of job polarization. These results suggest that education inflation may be a main driving force for youth unemployment.
