정부의 지출행위는 기본적으로 예산을 통해 이루어지나, 예산외(off-budget)를 통해서도 많이 이루어진다. 근본적인 이유는 예산외 지출은 정부지출로 계산되지 않기 때문에, 국민들의 감시를 쉽게 회피할 수 있기 때문이다. 우리나라에서는 이러한 예산외 지출행위에 대한 연구가 초보적인 수준이지만, 예산외 지출의 대표적인 형태로 공기업의 부채를 들 수 있다. 본 논문은 정부투자기관을 중심으로 공기업 부채의 구조를 살펴보였다. 원가에 미달하는 가격규제는 비효율성을 야기하고, 공사의 부채규모도 증가시킨다. 현재 우리나라 전기 도로 상수도 가격의 경우, 자금수지 비교법, 소비자물가지수 비교법, 국제비교를 통해 볼 때 원가에 미달되는 매우 낮은 수준이다. 이는 해당 공사의 부채규모를 증가시키는 중요한 요인이 된다. 현재 공사의 부채규모는 자산규모에 비해 심각한 수준이 아니지만, 가격규제정책, 자금조달계획, 투자계획이 현재대로 지속될 경우에는 공사의 재무구조는 심각한 상태에 이를 것이며, 이는 곧 정부의 부담으로 전가될 가능성이 충분히 있다.도로공사를 중심으로 공기업 부채문제를 평가한 결과, 현재는 별문제가 없으나 현재 계획된 투자계획이 실행되고, 현재의 가격정책과 자금조달정책이 지속된다면 향후 막대한 부채가 예상되며, 이는 궁극적으로 정부부담으로 전가될 수밖에 없다. 공공재로서의 도로공급은 정부의 역할인 바, 공사의 부채증가는 결과적으로 예산외(off-budget)를 통한 정부지출행위의 한가지 예로서 해석할 수 있다.
Abstract
Public expenditure consists of two elements, which are budget and off-budget. Off-budget system has been popularly used by government to evade people's attention for governement expenditure. Debt of public enterprise can be interpreted as one example of off-budget behavior by government. We examine the structure of debts of public enterprises in the perspective of off-budget behavior. The price regulation by government for public utilities, like electricity and water, has led to economic inefficiency and more debt of public enterprises. We show the evidence that the price levels of these goods have been regulated through three approaches, which are cost accounting method, the comparison with consumer price indexes, and the international comparisons. We also highlights an empirical evidence of increasing pattern of debt of public enterprise by price regulation. We analyze the case of Korea Highway Corporation for off-budget behavior. The current level of debt for this corporation is not serious. However, it will have dramatic increase in the size of debt, if it pursues the scheduled investment with the price control of highway toll and the current financial structure. The burden of increasing debt for this corporation will be shifted to government eventually, which is one typical example of off-budget behavior by government.
