한국사회는 서울올림픽 이후 이주노동자, 결혼이주여성, 새터민, 유학생, 망명자 등이 대거 유입되면서 빠른 속도로 다문화사회로 변화하고 있다. 이러한 변화에 대응하기 위해 한국정부는 외국인 정책을 수립하여 시행하고 있으며, 각종 종교단체와 사회단체들은 이주민을 돕기 위한 활동을 펼치고 있다. 그중 다문화가족과 관련된 정책이 가장 활발하게 진행되고 있는데 이는 다문화가족들이 지닌 특수성 때문일 것이다. 먼저 다문화가족은 자녀를 출산한다는 것과 혼기를 놓친 노총각들과 결혼하여 한국에서 생활한다는 점 등이 이들에 대한 지원을 더 용이하게 만들고 있으며, 대중매체들은 어려운 환경에서도 시부모와 가족들을 봉양하는 전통적인 현모양처의 상을 보도함으로써 이를 더욱 부추기고 있다. 이러한 현상으로 인하여 정작 다문화가정의 추이와 실태에 대하여 오해가 편견을 가지고 있는 경우가 많다. 2000년 이후 우리나라에서 국제결혼을 통하여 다문화가족이 대거 늘어났고, 2006년 이들에 대한 정부의 지원정책이 채택되어 실행되고 있으며, 가톨릭교회도 다문화가족을 돕기 위한 사목활동을 펼치고 있다. 이제 우리나라의 다문화가족의 실태를 좀 더 세밀히 살펴보고 이들을 위한 정부정책과 가톨릭교회의 다문화가족을 위한 사목활동을 살펴보고 미래지향적인 대안을 모색할 때가 되었다. 특히 가톨릭교회는 가난한 자를 우선적으로 선택해야할 의무를 지니고 있기에 이들의 현실을 파악하고 구체적이고 체계적인 사목대안을 마련하는 것이 시급히 요청되고 있다. 이러한 관점에서 본고는 한국사회의 다문화 현상 중 다문화가족을 중심으로 정부의 정책과 가톨릭교회의 활동을 분석하고 이들을 위한 사목적 대안을 제시하고자 한다. 따라서 본고는 국제결혼으로 형성되는 다문화가족들과 관련된 현황과 한국정부의 정책과 시행 그리고 한국주교회의 이주사목위원회가 발표한 담화문을 기초로 한국가톨릭 교회에서 다문화가족에 대하여 어떠한 시각을 가지고 있는지를 살펴보고자 한다. 이를 위하여 먼저 국제결혼의 실태와 이혼 실태, 다문화가정의 추이와 경제적 실태, 다문화가정의 자녀들의 실태, 정부의 다문화가정 정책, 외국인정책 기본계획과 다문화 가족 정책, 다문화가족 시행체제, 다문화가족지원 정책의 성과와 문제점 등을 살펴볼 것이다. 아울러 급격히 증가하고 있는 다문화가족들에 대해 한국주교단의 가르침과 한국가톨릭교회의 다문화가족 사목현황과 실태와 다문화가족 사목의 문제점을 살펴보고자 한다. 실상 최근 10여년 사이에 다문화가족이 급증함에 따라 한국가톨릭교회의 다문화가족을 위한 사목이 생겨나기 시작하였다. 짧은 시간으로 인해 다문화가족 사목은 아직 전문적인 체계를 갖추지 못했고, 전문가들을 충분히 양성하지 못했다. 하지만 다문화가족이 급격히 증가하는 현실에서 가톨릭교회가 다문화가족들을 위한 사목을 시대적 소명으로 받아들이고 이를 실천하기 위하여 필요한 방안들을 제시하는 것이 본고의 목적이다.
