해외입양인의 정체성과 사후관리 서비스 이용 및 평가

본 연구는 해외입양인들을 대상으로 정부 및 입양 관련 기관들에서 제공하는 사후관리 서비스에 대한 인지도, 이용도, 만족도, 평가 및 문제점을 파악하고 개선 방안을 모색하고자 한다. 이를 위해 2011년 10월부터 11월까지 767명의 해외입양인들을 대상으로 인터넷 설문조사를 실시했다. 해외입양인들을 한인 정체성과 입양인 정체성의 강약에 따라 4가지 유형으로 구분하고, 응답자들이 자기 기입식으로 보고한 각 유형별로 사후관리 서비스에 대한 이용도, 만족도, 그리고 필요성 인식을 비교 분석했다. 연구 결과, 한인과 입양인 정체성이 모두 강한 입양인들이 가장 많은 사후관리 서비스를 이용하였으며, 입양인 정체성을 한인 정체성보다 강조하는 입양인이 가장 적은 이용 빈도를 나타냈다. 또한 사후관리 서비스에 대한 만족도는 한인과 입양인 정체성이 모두 강한 입양인과 입양인 정체성이 한인 정체성보다 강한 입양인이 여타의 유형보다 만족도가 높은 것으로 나타났다.사후관리 서비스에 대한 필요성 인식의 경우는 한인 정체성이 입양인 정체성보다 강한 입양인이 여타 유형의 입양인보다 정부 지원 사후관리 서비스에 대한 필요성을 강하게 인식하는 것으로 나타났다. 사후관리 서비스 개선 방안으로 서비스에 대한 인지도와 접근성을 높이고, 만족도가 낮은 장기적 서비스의 확대 및 개선, 해외입양인의 정체성에 따라 세분화된 서비스의 개발 및 제공, 원스톱 입양인가족찾기정보센터의 활성화, 입양전문 상담가의 확충, 해외입양인 자조 단체의 역량강화와 멘토 양성을 제안한다.

Abstract

This study aims to examine the degrees of overseas Korean adoptees’ awareness,use, satisfaction, and evaluation of post-adoption services provided by the Korean government and adoption-related organizations. For this purpose,we conducted an internet survey of 767 overseas Korean adoptees between October and November of 2011. Because identity is an important characteristic of overseas Korean adoptees, we distinguish four types of overseas Korean adoptees by considering the strength and weakness of both Korean identity and adoptee identity. Main findings are as follows. Adoptees who have strong Korean identity are more satisfied than other types of adoptees with services provided by adoptee self-help organizations and adoption-related consulting service. They are also more likely to recognize the necessity of services related with employment and settlement in Korea. By contrast, adoptees who have strong adoption identity are less satisfied than other types of adoptees with longer-term services like family search, job hunting, and medical services. As policy recommendations, we suggest the expansion of long-term services, provision of services tailored to the needs and characteristics of adoptees, improvement of accessibility and use of an one-stop family search information center,expansion of professional adoption consultants, and empowerment of adoption self-help organizations and expansion of mentors for returning adoptees.
