미래 대응 정책디자인 전략으로서 퓨처스 씽킹(Futures Thinking) 사례 연구

초록

연구배경 불확실한 미래 대응의 필요성이 대두되고 있는 시점에서, 이를 위한 전략으로 퓨처스 씽킹이 주목받고 있다. 이에 현재 우리나라의 정책디자인에 퓨처스 씽킹을 적용하기 위한 기초자료를 마련하는 것이 본 연구의 목적이다. 연구방법 정책디자인의 현황을 파악하여, 퓨처스 씽킹의 필요성과 퓨처스 씽킹의 이해를 통해 그 특징을 도출한다. 이를 분석의 틀로 삼아 사례분석을 진행하여, 분석 결과를 바탕으로 우리나라의 퓨처스 씽킹 활용 방안의 토대를 마련하고자 한다. 연구결과 사례 연구 분석을 통해 퓨처스 씽킹은 미래 대응에 효과적이며, 이를 인지하고 이미 활용하고 있는 사례가 많은 것으로 확인됐다. 우리나라는 미래 예측 관련 연구를 진행하고 있지만 기술 분야에 한정되어 있으며, 퓨처스 씽킹에 대한 인식이 부족하다. 결론 우리나라가 퓨처스 씽킹을 적용해야 하는 근거를 확인했다. 첫째, 국민정책디자인이 단기적 문제에 초점을 맞추고 있다. 둘째, 퓨처스 씽킹은 미래 예측과 전략 수립에 효과적이며, 여러 나라에서 이미 활용되고 있다. 셋째, 퓨처스 씽킹은 디자인 씽킹을 적용한 것으로, 우리나라에 도입하면 쉽게 정책디자인에 활용할 수 있을 것이다.

Abstract

Background As the need to prepare for an uncertain future grows, Futures Thinking is gaining attention as a strategy. This study aims to lay the foundation for applying Future Thinking to Korea's current policy design, moving towards a sustainable future. Methods We will identify the current status of policy design to highlight the need for Futures Thinking. By understanding its characteristics and analyzing utilization cases, we will establish a framework for applying Futures Thinking in Korea. Based on these results, we will lay the foundation for its effective use in Korean policy design. Result The analysis of case studies revealed that Futures Thinking, which applies design thinking to predict the future, is effective in responding to future challenges. Many cases show that it is already being recognized and utilized. In Korea, however, there is still a lack of awareness of Futures Thinking. Although there is research on future prediction, it remains limited to the technology sector. Conclusion We found that Korea should adopt Futures Thinking to prepare for an uncertain future. Currently, Korea's National Policy Design focuses on short-term issues. Futures Thinking helps predict and strategize for the future, as seen in the UK, Singapore, and the UAE. Since Korea already uses Design Thinking in policy design, incorporating Futures Thinking would be straightforward and beneficial.
